PURPOSE:

This tracker highlights bills introduced into U.S. Congress that could have a significant impact on soil health and resilience; potentially creating value, and addressing risks, for agricultural producers, businesses and communities.

This expanded version of the tracker features a bill summary, analysis, talking points, existing support and cosponsors, links to related materials and the latest action in Congress for each bill.
It is intended to be a robust source of information and potential engagement for the soil health community.

NEW FEATURE - LEGISLATORS TAB!

Introducing our new Legislators tab, where you can see which bills your representative is supporting at a glance! The list displays how many and which bills each lawmaker is sponsoring and cosponsoring (including bills in our tracker from the 116th and 117th Congress; those from the 116th Congress that have not been reintroduced will be marked as such). The list is organized by chamber (House, then Senate), then affiliation (Democrat, Republican, Independent), then alphabetically by last name. Click on your rep’s name to find their contact details, thank them for their support, and share your feedback with their office.

UPDATES:

The tracker contains bills introduced during the 116th Congress (01/2019-01/2021) that have not been reintroduced, and the 117th Congress, organized by tabs below: "Core" and "Ancillary" opportunities to advance soil health.

The tracker is updated every other week, highlighting any new legislation, as well as bills from the previous Congress that are reintroduced into the 117th Congress, as we expect many will be.

The bills are ordered by date of last action (most recent actions first).


NAVIGATION:

• Bills on the "Core" tab of the document have been identified as the most relevant active bills for soil health policy and/or have had a recent action in the past 6 months.

• Bills on the "Ancillary" tab of the document have been identified as supplementary opportunities where soil health practices or outcomes might be introduced to strengthen to reduce risk and strengthen resilience on landscapes and in communities.

• Items on the "Resolutions/Discussion drafts" tab of the document are relevant resolutions or proposals, not bills.

• Bills on the "Passed" tab of the document are previously living bills that have been passed either as standalone bills or incorporated into another bill.

• Bicameral bills are listed together in the same row.

• Items on the "Resources/Recommendations" tab of the document are soil health policy proposals and resources made by independent organizations. This is not an exhaustive list, but rather a representative sample designed to provide an overview of the landscape. Inclusion does not equate to endorsement by Land Core. If you would like to see a specific set of policy recommendations included in this tab, please consider making this suggestion by completing the form at the bottom of this page.

PROCESS:

Bills are selected using both Congress.gov, the official website for U.S. federal legislative information, and Govtrack, an independent website that uses publicly available information to track and publish the status of federal legislation.

Bills are identified on each platform by filtering by subheadings related to "Agriculture and Food," "Water Resources Development," "Public Lands and Natural Resources," "Environmental Protection," "Transportation and Public Works," "Taxation," and "Commerce."

Next, a key words search highlights bills pertinent to soil health, which are then reviewed for relevancy and added to the bill tracker.

Key words used in bill search: "soil", "ground water", "runoff", "conservation", "soil testing", "biodiversity", "resiliency", "resilience", "erosion", "soil protection", "agricultural runoff", "composting", "nutrient rich soil", "water retention", "soil health", "infrastructure", "crop insurance", "risk", "land management", "organic", "biomass", "flooding", "sequestration"
