The San Antonio Police Department's disciplinary procedures are defined under Texas Local Government Code Chapters 143 and the Collective Bargaining Agreement (CBA) negotiated under Chapter 174. Under these chapters, there is no guarantee that SAPD officers will be held accountable even with more racial bias training, the banning of No-Knock Warrants, and restrictions on Use of Force.

This spreadsheet was created to better understand the use of indefinite suspensions as a form of discipline. The data was drawn from Brian Chasnoff's Database: San Antonio police terminations and appeals and refined through the following process:

1. Civil Service Commission Agendas from 2010-2015 (FOIA Request) and 2015-Current (City Website) were used to identify indefinite suspensions;

2. Linked Suspension Dcuments were located at KSAT's Public safety officer suspensions in San Antonio page;

4. Linked Arbitration/Settlement Documents were located at the City of San Antonio's Open Record Portal;

5. Those Suspension Documents and Arbitration/Settlement Documents that are marked as No currently do not have any corresponding documents and require them from a FOIA Request.

6. Data on officer race/ethnicity, gender and pay as of suspension was collected through the city's Total City Employee Compensation page. Any cell with NA was for officers that I could not find from 2013-2019 (the only available compensation records) .

The "Analysis of Arbitration Awards" tab was created using the methodology from Tyler Adam's 2017 study Factors in Police Misconduct Arbitration Outcomes: What Does It Take to Fire a Bad Cop? The coding that was used can be found here. A presentation on the findings of this analysis can be found here.		I'm trying to update this every time that I get new documents.
