| About the data | Our scan involved a 50-state review of publicly available postsecondary transfer outcomes data. Researchers reviewed each state twice and convened to reconcile differences in scoring. Because this is a scan of public data only, it should not be considered a comprehensive analysis of the data to which states have access. Instead, it is a point-in-time representation (February/March 2023) of what states choose to present publicly. If our tracker doesn’t reflect your publicly available transfer data, let us know and we’ll update it.

| The level of disaggregation by race/ethnicity and income varies from state to state. In general, we awarded points for disaggregation to states that disaggregated by detailed race/ethnicity categories (i.e. Black, not "underrepresented minority"), and states that shared data on Pell recipients.

| Data definitions | We investigated data points related to transfer access, success, and efficiency.
| |||||||
| Access: Transfer enrollment or rate. For our purposes, we gave states points if a) their data made it possible to calculate the number of community college students entering a four-year institution in a given term, or b) they shared a cohort-level transfer rate.
| |||||||
| |||||||
| Success: Graduation rate includes a community college cohort graduation rate and/or a graduation rate post-transfer.
| |||||||
| Efficiency: Time to degree evaluates the number of semesters it takes for a transfer student to complete a 4-year degree either from community college entry or entry to the four-year institution.
| |||||||
| Efficiency: Credit accumulation evaluates at how many credits, on average, transfer students complete prior to BA completion.
