You asked what I will do to promote action on climate change in my role as MP. First of all, I share your deep concern about the threat that we face. Further, I do not think that the action taken by the government to date has been substantial enough. I believe that we must set a clear date for ending the use of fossil fuels with a programme to invest substantially in renewable energy. We have to move more quickly to end the use of carbon fuels in transport and we must be more ambitious in reducing energy used in our homes and businesses. I set out below details of actions proposed from the Liberal Democrat election manifesto in the general election in 2017. • Pass a Zero-Carbon Britain Act to set new legally binding targets to reduce net greenhouse gas emissions by 80% by 2040 and to zero by 2050. • Set up a British Housing and Infrastructure Development Bank to mobilise investment into the low-carbon and sustainable infrastructure the UK needs to remain competitive. • Support the Paris agreement by ensuring the UK meets its own climate commitments and plays a leadership role in international efforts to combat climate change. • Expand renewable energy, aiming to generate 60% of electricity from renewables by 2030, restoring government support for solar PV and onshore wind in appropriate locations (helping meet climate targets at least cost) and building more electricity interconnectors to underpin this higher reliance on renewables. • Support an ambitious carbon capture and storage programme, which is essential for delivering clean industrial growth. • Oppose ‘fracking’ because of its adverse impact on climate change, the energy mix, and the local environment. • Pass a new Green Buildings Act to set new energy-efficiency targets, including a long-term ambition for every home in England to reach at least an energy rating of Band C by 2035. • Ensure that at least four million homes are made highly energy efficient (Band C) by 2022, with priority given to fuel-poor households. • Restore the zero-carbon standard for new homes which was set by Liberal Democrats in government and since abandoned by the Conservatives, increasing the standard steadily and extending it to non-domestic buildings by 2022. • Expand community energy schemes, encourage councils to develop community energy-saving projects and local electricity generation, and promote city-scale demonstration projects in electric vehicles and clean energy. To this end, as a member of Broadland Liberal Democrat’s, a group of Councillors on Broadland District Council, I have pledged to declare a climate emergency if we gain a majority on the authority after the local elections. This means that we will consult experts and set a target for the Council to achieve carbon neutrality. This would involve assessing the impacts of all council activities on climate change and taking appropriate and timely action. I would begin by requesting a review of the energy efficiency of the Council’s own buildings and suggest that solar panels could be installed. Locally, I would advocate collection of food waste, a secondhand goods redistribution centre and consideration of the wider environment at planning application stage. |

I support our council’s decision to stop single use plastic and for this policy to be more widely adopted by businesses throughout the area. Given we are a coastal District, we also pay close attention to the impact of climate on our shores as more frequent tidal surges will put significant pressure on resources and be distressing for residents caught up in the flooding. Again we are challenging all the agencies to take flooding seriously as we prepare the new Local Plan and consider where development is sustainable. As a water stressed location already, we are challenging Anglian Water to ensure we have the infrastructure in place to support sustainable development across the District. Lobbied to remove the domestic waste tariffs at NCC recycling centres but this was over turned by the ruling group. We are lobbying NNDC to improve on its appalling recycling rate of 42% which falls below Government recommended guidelines of 50%. We are seeking more investment in recycling including food waste that this council does not currently collect. Plastic cups and cutlery have been outlawed - a small step but its a start and helps raise awareness. We support sustainable energy projects, particularly the offshore wind farm projects There is much more that could be done around the use of energy in public buildings and more efficient use of transport on Council business. Kind regards Cllr. Nigel Lloyd Update 17/4/19: Hi, thank you for your mail. Standing Councillors are now bound under the pre election purdah rules in the run up to the election on May 2nd. This means that we must not seek to use our positions to make announcements or seek publicity. I hope you understand. I can say that since gaining control of at NNDC the LD administration has signed the Council up to the Cortauld Agreement which seeks to work with partners to minimise waste and packaging. We have also passed a motion to provide support to those wishing to set up community fridges. At Full Council later this month we have drafted a motion to declare a climate emergency. It remains to be seen whether Members will support it in sufficient numbers to pass the motion, but I hope so. I can recall when we had marked seasons in my lifetime and that seems to be changing rapidly. It seems to me that the seasons have shifted. Gone are the March winds and April showers, now we appear to have no constants with climate with extremes seemingly becoming the norm. As a member, and former Chairman, of the Planning Committee at South Norfolk Council, I always try to support policies aimed at reducing the need to travel by private car and oppose applications for housing that are in locations remote from jobs and services. I will continue to do this. I have also proposed motions at the Council related to climate change and other environmental issues, but have always been opposed by the Council’s Conservative Group.
