Twitch had been working to lower costs by experimenting with peer-to-peer delivery and even reducing streams to 720p in the country. But the company claims network fees to interoperate with ISPs are "still 10 times more expensive than in most other countries." Twitch will help South Korean streamers move to other services. Twitch isn't talking about how much consumers pay, it's talking about the fact that it has to pay to send its streams to users. This is a policy that only exists in Korea called Sending Party Network Pays or SPNP. The party sending traffic to a user pays an ISP in order to deliver the traffic. You may recall Comcast trying to get Netflix to do this in the US several years back. 40 | NOTES - In 2016 South Korea introduced a SPNP model, requiring ISPs to charge fees for data traffic they receive from each other. This is different than how the internet works everywhere else, where peering arrangements between CDNs, ISPs and transit providers are largely unregulated and negotiated between each party. In 2020, ISPs decided to try to extend the policy to large Content . AKA your Facebooks Googles, Netflixes and of course Amazon and its Twitch service. Regulators have allowed them to charge domestically. And the Korean National Assembly is considering legislation to make it mandatory for all companies foreign and domestic. - Rather than acquiesce, Netflix has taken SK Telecom to court over the issue. The courts ruled in favor of the ISP but Netflix is still fighting in court over what the fee should be. Google has refused to pay and so far has not been confronted. And of course now Twitch has pulled out. | ||||||||||||||||||||||||||
41 | MORE NOTES The experiment has degraded what was a vibrant broadband market. Korea has consistently ranked at the top of world charts for broadband. Part of this is due to a policy that requires ISPs to be allowed access to infrastructure to runt heir wires. While there is no net neutrality, every ISPs can access poles and apartment buildings providing a competitive landscape. The SPNP rules are having the opposite effect though. The cost of transit in Seoul is now 8 times higher than in European network hubs like Frankfurt and London. Elsewhere in Asia cost of transit has fallen 20 percent per year over the last few years. Studies have found a rise in the price of mobile data and rises in service fees. And critically, traffic latency has increased from 120ms in 2018 to 160ms in 2020. Network infrastructure investments have declined as well. And some content providers, not just Twitch, have degraded service or moved out of the country. It appears to be failed experiment and it's hard to tell if Twitch is trying to force the issue or just responding to the numbers. It's probably both. Korea is still one for me the top eSports markets in the world, so its fairly significant that one of the top esports streamers is taking the measure of shutting down there. The EU has been examining similar policies so experts have written up several studies of the Korean market to help advise regulators there. | ||||||||||||||||||||||||||

69 | Exactly as we hoped, Colin wrote in to further explain log video- You can think of log as a way of storing video that is more suited for post manipulation within the same compression wrapper. If you're not planning to color correct your video, you probably don't want to use log. It isn't "better." Generally, a camera's sensor produces a range of brightness data from the world and then applies a standard curve to it to make it look natural to the eye within a the range of brightness in your compressed file. Storing in log, teh camera doen't perform that curve, leaving an image that looks "flat" or washed out to the eye, but doesn't make decisions for you about which portions of the captured data are important. You can think of log as a step between normal and raw. It uses no more space than normal video, but uses that space to preserve as much information as possible. Why log? The eye perceives brightness logarithmically, which is why the unit we use to describe light, "stops", is logarithmic. If you open up your lens one stop, you allow in twice as much light. Two stops is four times. So brighter areas are a LOT brighter than dimmer areas within an image, meaning that you can preserve data more evenly by using more of your data in the darker areas of the image. When filmmakers shoot in log, we still deliver a final image that resembles what you would get with a normal video, but we've controlled how that curve is applied creatively. | ||||||||||||||||||||||||||
