4 | Goal To initiate a case in the Violent Death Reporting System (VDRS) within 120 days of the date of death. The earlier cases can be initiated, the sooner we can monitor the types of violent death that occur. Description Cases are initiated by receipt of the death certificate, which are sent to the program twice monthly by Vital Records. Since these are sent electronically, Iowa is able to initiate cases often within 60 days of the death. Formula The percent is calculated by dividing the number of cases initiated within 120 days by the total number of cases initiated in the same time period (e.g, calendar year). Data Source The federal Secure Access Management System (SAMS) is used to upload and enter Iowa's violent death data. The system has a dashboard that is updated as new cases are entered into the system. | Goal To have 95% of Violent Death Reporting System (VDRS) cases "completed" in the Secure Access Management System (SAMS) database. Completed cases have more data that can be used to better understand the circumstances that contribute to those deaths. Description A "completed" case is one in which there is information from the death certificate, medical examiner report, toxicology report, and law enforcement report entered into the SAMS database. Death certificates and medical examiner reports are usually obtained within 2-6 months of a violent death. It may take over a year to obtain law enforcement reports, especially with homicides, due to the time they take to investigate. The CDC has established an 18-month window for states to complete their cases in SAMS, so there is pressure to obtain law enforcement reports within that timeframe in order for Iowa's cases to be "complete" when data close-out occurs. Formula The percent is calculated by dividing the number of cases marked as "complete" in the SAMS database by the total number of cases initiated in the same time period (e.g., calendar year). Description Resource facilitation is a free service offered by the Brain Injury Alliance of Iowa to help people with brain injury, as well as their families, caregivers, and community, navigate medical and general life challenges after a brain injury. Formula This percent is calculated by dividing the of number of counties with a resource facilitation intake location by the number of counties in Iowa.
