This is also an official request to add the "TEA official notification of Teachers Certification" and all official updates to the April agenda to be shared for board discussion. I sent an email request a few months ago regarding the "Teachers on Assignment" program that was granted funds per 2 separate board requests. At the time, during the board meeting, There were no official details nor info on the impact of the program when initially inquired. We were advised during the board meeting that the info requested was not available, however, would be provided via email. As of today, I am not aware of any official detail nor info shared. Please provide the entire board with the factual details of the program. Its previous impact per funds granted prior to the most recent funding request. It is my suggestion that there is explanation to the attorney general rules on opinion and how Board Members can work together to create a resolution to the house and senate as it relates to education. My iPad is used solely for the purpose of its intent, LISD Board business. My preference of using a MacBook as opposed to the iPad is based on it limitations. That being said, when the opportunity arises I would ask that I swap out the iPad with a MacBook. Additionally, I am requesting the use of a district issued mobile phone. I have been reached out to regarding concerns of the superintendent's status as it relates to the superintendent being on leave. I was not able to official confirm nor deny the status as it relates to being on leave from work per some auto reply email and of the superintendent actions. I have advised to reach out to the office. I am unaware of when the superintendent is working and or not. The questions and concerns that I have been faced with also brings on concerns that I have had as well as a trustee and board member. As a Trustee and LISD Board member, I was not officially made aware of the superintendent's official leave. As a board we never officially discussed the leave of the superintendent nor the duration or anything else related. Please advise of what the superintendent's official status is. Please advise per policy and or procedure how was the information to be communicated and or discussed as a board? Please advise who determined and or agreed on the operations of the leave once the leave was established. I am familiar with FMLA. Based on what is being observed by the community, staff and administrative there seems to be a lot of confusion. As a board member I would like to get clarity of Texas School Law, policy, and procedure that we as a board are following to make sure that we are ALL on the same page, we are ALL in communication and are following the guidelines that are set forth by the state and board. Furthermore, Trustee Whitfield should be put on notice by the board that any legal actions that she incurs on her behavior by inquiries of FLMA she will be responsible for representing herself. The board has not directed her or no individual board member to investigate personnel, concerns, or issues. In my opinion the board need to discuss moving forward with this miss behavior as it relates to interfering with the superintendent personnel and or disability concerns. Thank you Trustee Morris

There are many conversations circling throughout the State regarding districts discontinuing their membership with TASB. 69	2/16/2023	11:23 AM	Hamilton	Fw: Visit	Please see email below, this is an inappropriate notification as Trustee Whitfield appeared on the campus less than an hour after the email was sent to Dr. Perera. Trustee Whitfield knew that Dr. Perera was traveling to San Antonio and that Mone was out of the office attending an event in Austin. The email should have been sent to Asst. Barker, Trustee Whitfield should have allowed district staff the opportunity to schedule an appointment and possibly accompany her. I have forwarded you all an email from the high school principal to Dr. Perera. This displays Trustee Whitfield's consistent defiant behavior. She is aware of the process for visiting a campus as a board member and as a parent. This was discussed during the summer when K Caston provided training and again when reviewing the Board Operating Procedures which she sits on the committee and was present. As Board Officers we must stop this as this is going to harm us as board members and the district. I will be contacting legal counsel for advice. I will place the censure on the February 2023 agenda as we have discussed previously. A censure will not be enough to stop the erratic actions and behaviors that have become a safety concern for the district staff, board members, and students of this district. Some, if not all, of the response are coming from the potential partner and references page numbers we do not have access to. Would you provide additional clarity to the following questions along with the additional costs, where applicable: 12. What is the cost to add a 10yr warranty on all fixtures and bulbs installed by Aquila? Their response mentions they would provide in 1-2 business days. 7. The other vendors included or added the cost to upgrade the auditorium. Is this a project we will tackle later? What is the projected cost additional costs for Aquila to update the Auditorium? 20. Regarding the Occupancy Sensors, one vendor's quote included over 300 sensors installed. Aquila has under 200. Do we need the additional 100+ sensors quoted by the other vendor? If so, what would be the cost for Aquila to install? 17. Two of the vendors are offering 1% of the overage and one is offering 2%. Is this percentage they are leaving based on the overall cost of the project or the number of units utilized? The question regarding counts by vendor and the excluded sites differ, is the pricing provided an apples to apples comparison. 14. For Aquila, instead of cutting the wires to disable the ballasts, what is the additional cost to remove all ballasts which are being retrofitted? How much more time would that potentially extend the project? 15. Is de-lamping a tool you and your team believe is beneficial for the district? De-lamping - The idea of de-lamping is to reduce footcandle light levels in various places in a classroom or office, like near windows where natural light exists. Therefore using 2, rather than 4 bulbs would also save energy. Did each vendor identify which if any rooms will be de-lamped in their quote? 13. Which direction do you and your team plan on moving regarding emergency egress lighting? The response doesn't answer the question; however, it does mention a post project service ticket. What is the cost of the post project service ticket? When will the post project take place? How long will it take? 2-5 The numbers I have listed were taken from the supporting documents which were in BoardBook March 23rd. Did we, Lancaster ISD, have our own count of LED and non LED fixtures by campus/site? Mastery Prep What other supplemental resources have been utilized up to this point in preparation for STAAR? Trustees receive the agenda of regular meetings, along with all supporting documentation and reports, (3) three calendar days prior to the meeting date in electronic form.' I was shocked to see that the district has scheduled the revelation of the proposed budget and the public hearing and vote at the same time. This is unacceptable. We have repeatedly spoken about how this administration hides information requiring board action until the last minute. The only legitimate action at this time is to schedule a board workshop at which time the proposed financial information is presented. That would give the board time to digest the information and take feedback from the community. I took your feedback last year about the tight timeline and revamped it with a longer span of time between the initial presentation and the hearing followed by the vote. Therefore, I cannot accept the ongoing accusations of hiding information, when we have presented information well ahead of previous schedules. The questions and or comments was not closed. Trustee Hamilton, I am very aware of what you are charged with. It really shows that you step outside of your scop quite frequently. Please not by law there is no time placed on any trustee when the trustee is acting in their official capacity and discussing matters on the agenda. Yet, you like to stop or interrupt "only" me when I'm asking questions. The questions that I ask where relevant and necessary. This attempt of your controlling and bullying behavior has got to stop. Furthermore, I did not speak for 15 minutes however, the replies where lengthy and not on subject of the questions presented. The only concern that you stress during the meeting, was you not wanting to spend any more time on the matter. Your concern for school business and the lack of attention you actually give is outright unprofessional and dismissive. You showed that you really could care less about the SPED Audit or even the department. As I stated during the board meeting, it is the failure to effectively communicate as a board and bring attention to the issues that are going on in the LISD district with the concern expressed by employee's, students, and leadership is the reason why we are in the situation that we are in now. We continue to find our self in repetitive situation as a district. Special education should be a priority of discussion when there are unauthorized funds being spent and Subjects matter being disused amongst few without including the entire board, per law. This issue contributes to why we have a SPED contract for $70k but overspend by $1 million without anyone knowing why, no board discussion nor approval. If we would actually prioritize our responsibilities as the elected trustees and school board members. We would get much further and a lot more achieved as a board. Yet, it appears that members of the LISD dias are more focused on their own interests, self-gratification, and or lining their own pockets. Temika S. Some questions asked had been answered as the chair I interrupted you to advise of the time and that I would extend an additional 2 minutes to you. As of today, you are negative (-$1,011) in which you will owe the district. They are still posting items to accounts, in that, the credit card is about a month behind. Therefore, the balance that you receive every month is not in real-time. Once, finance gives me the report, I will forward it to you and the board. This amount may be higher. I notified you and the board back in February/March letting board members know of the low balances, if any, and that the monthly report does not reflect in real-time (e.g. current charges). I have been requesting for months to receive an itemized breakdown of travel budget and expenditures report which means that the info would include all debits and credits of the identifying item reflecting dates, charges, cost and fees. The details of this request were also due to unauthorized and or unagreeable charges against the account that needed correction. Now, I am being advised that I have a balance owed. This should not have ever gotten this far without effective communication along with the financial documentation presented with detailed info reflecting the balance and expenditures as I have been requesting on multiple occasions for months. I was advised on multiple occasions for months that I would receive an itemized breakdown. Going by the budget report that the board was being presented with. If it was true and accurate. I in-fact would not owe a balance. Based on this last budget report presented. It shall be presumed that all past budget reports presented was not accurate. Not only do I need an itemized breakdown to verify that all the charges that I am being held accountable for to resolve as soon as possible are in fact true and accurate as requested via multiple emails. An audit of all expenditures consisting of a breakdown of all dates, charges, cost and fees needs to be completed for the entire board. Again, please present an itemized breakdown of the charges for the travel budget and expenditures so that I can rectify the account as soon as possible. In reference to receiving agendas and email separately from the board members. I understand that it may be in the districts and superintendent’s best practice to ensure all Board Members receive the same information at the same time. That is part of the duty. However, due to policy violations that continue to take place with replying all to the emails. It puts me at risk of the violation. I am requesting this for my best interest and not for the convenience of sending one email out at the same time. I don’t think sending me the same email during the same time the other emails are going out is going to hinder me from receiving the same information. That is the responsibility and job duty of the staff to make sure that all correct email/information goes out in a timely manner to everyone. Also, the Agendas have not been posted correctly per policy. I have yet to receive an attached document and or PowerPoint to support any of the items for review prior to the board meetings. However, the documents and or PowerPoints are provided during the meeting and then we as board members are asked to vote on it at that time. We’ve entrusted each principal and their admin team to handle the day to day within their buildings. I understand and expect parents will reach out when they aren’t happy but there has to be trust that there is a system and that the system works. As superintendent, I have to charged each of them to follow through with concerns, issues, situations, and hold them accountable when they don’t. We do have specific systems in place to document and process situations at each school and at each level. The state of Texas Education Agency requires it and so does the federal government to legally discipline, change a placement, or refer students/families to services. In fact, I’m currently sitting in a training for administrators on documenting/monitoring student behavior, tiered interventions options, accessing leveled/ district wide resources to assist and more. This training began in the summer will be held throughout the year and will be tweaked and revamped for future needs. There is an entire administrators manual to assist with specific examples for administrators that was created by an Advisory group (convened through spring and summer) that included teachers, parents, administrators, district leaders- and lead by Dr. Jackson and our Student Services department. Dr. Jackson also held student forums along with my superintendent student advisory council to gather student input throughout last year. We are hosting Patent Connect sessions all school year to help parents understand those processes-which began in September. If you recall the Multi-tiered systems of support (MTSS) and LISD student handbook presentations via Dr. Jackson - included some of that information. Our school leaders have also included some of that information in their board presentations. Those presentations are featured at every board meeting and is a perfect place to ask direct campus questions. As parents reach out - please refer the email to my attention. When any information is sent to the entire board - the board president forwards it on behalf of the board. All students in the building have been able to take the class in their “specials” rotation. It was established by a grant about 5 years ago. This year, Toyota is extending this to the other 5 schools as a part of their partnership with LISD. They are outfitting an innovation classroom that will be utilized as the classroom at Beltline (at no cost to the district). All students at the school will be able to utilize the program through their “specials” rotation.

I have been requesting for months to receive an itemized breakdown of travel budget and expenditures report which means that the info would include all debits and credits of the identifying item reflecting dates, charges, cost and fees. The details of this request were also due to unauthorized and or unagreeable charges against the account that needed correction. Now, I am being advised that I have a balance owed. This should not have ever gotten this far without effective communication along with the financial documentation presented with detailed info reflecting the balance and expenditures as I have been requesting on multiple occasions for months. I was advised on multiple occasions for months that I would receive an itemized breakdown. Going by the budget report that the board was being presented with. If it was true and accuate. I in-fact would not owe a balance. Based on this last budget report presented. It shall be presumed that all past budget reports presented was not accurate. Not only do I need an itemized breakdown to verify that all the charges that I am being held accountable for to resolve as soon as possible are in fact true and accurate as requested via multiple emails. An audit of all expenditures consisting of a breakdown of all dates, charges, cost and fees needs to be completed for the entire board. Again, please present an itemized breakdown of the charges for the travel budget and expenditures so that I can rectify the account as soon as possible. In response to the NTAASB meeting: “The Boards Role in Strategic Planning and Goal Setting on Wednesday, February 15, 2023 at 6:00 pm at Hurst Euless Bedford ISD. The initial request and invite submitted for the NTAASB back on January 23, I did RSVP via email and inquired on transportation. However, there was a follow up invite regarding the NTAASB that was sent via a calendar invite last week that included Trustee Clewis, Trustee Smith and myself. I selected “NO” that I would not be attending NTAASB. Please review the calendar invite that was submitted for reference to confirm our attendance for NTAASB. In response to the Travel Budget: You did inform me that the budget is currently being reconsolidated and updated. They are outfitting an innovation classroom that will be utilized as the classroom at Beltline (at no cost to the district). When I initially inquired about the bus tracking, what was going on with it and why it was not being implemented when it was scheduled to be during the 2022 school year. You stated that it was scheduled to start the summer of 2023. This was not the original agreement and I'm not sure exactly when it changed. Please advise me on when was this change and when was it voted on? Please also send me a copy of the original agreement and any amendments. I was not able to locate it online through boardbook. As for bus safety whether it is one or 100. Safety is always a concern. It is a continuous concern, especially on the bus. That is the reason why it was brought to your attention. However, you stated that everyone had their badges. After further contact from parents and follow ups. I learned that everyone did not have their badges. The students not having their badges is a major concern. This issue should have been addressed 30 days into the school year beginning but it was not. Per your email from what you stated, it was to your knowledge that everyone had their badges. Not sure how was this missed, and you stated that, you were sure. However, you said that you just found out about the fact that a tax election was possible after the finance chief told you so. That's believable. There were lots of charts and documents which basically rehashed information readily from the Dallas county appraisal district web site. At no time did you ever present resolutions and the actual tax rates. At this time no Lancaster resident knows that you are about to attempt to get this board to pass a tax election to increase taxes even more. A careful look at our taxes over the years shows that there has been an enormous increase and the district has gone wild in increasing spending. Now, the state of Texas even says that the district is over its allocation and must share with less wealthy districts. Yet, you want more. If one were even to entertain the idea of a tax election, it should be presented to the board first and we should vote as to whether we should consider it. Then we should have a public hearing if necessary then a vote. There should be at least one week in between each step.

It is unacceptable for you to craft items in secret and attempt to force them down our throats. You seem to be operating within a sinister triumvirate conspiring to secretly use board operating guidelines or any means necessary to override the board of trustees' authority granted to it by the Texas constitution and statues. For two years you have been telling me I'm crazy when I say that you are changing the agenda and that there is never a 72-hour hard deadline for the agenda. At the last meeting, you told us that there are these things that we add or delete or modify or improve, but they aren't really changed. Then we have that fiasco in which you state on the agenda that the session will be broadcast but we can never record because then people wouldn't be honest in their conversation. The conservator admonishes one of our members to not record when the board president was the only one railing about "we can never record team of eight". Of course, we now know that the team of eight meetings from 2021 and 2022 have audio recordings on file on our website right now. In case they happen to disappear, I have digital and hard copies of the transcripts for anyone who would like to hear or view them. This shows your normal level of mendacity and absolute lack of integrity. I abhor confrontation but I grow weary of being accused of being responsible for all of the conflict, chaos and dysfunction in this district. I have only been here for two years. However, you and your number have been on the board for over a decade which was marred by constant conflict, turmoil and chaos. You have lost three superintendents during that turmoil and each time you say it is the previous administration's fault. YOU ARE the previous administration and have been for at least the last 12 years. The fact is that you deserve no recognition for experience marred by lack of achievement. In fact, the main thing not said is that this district cannot heal until you are no longer board president.

I was shocked to see that the district has scheduled the revelation of the proposed budget and the public hearing and vote at the same time. This is unacceptable. We have repeatedly spoken about how this administration hides information requiring board action until the last minute. The only legitimate action at this time is to schedule a board workshop at which time the proposed financial information is presented. That would give the board time to digest the information and take feedback from the community. I respectfully request that all action other than a board workshop be postponed until an appropriate date is agreed upon. Thanks Greg Stephenson	Reply - 8/21/2023 4:35 pm The information presented during the budget meeting(s) and the information presented each month during board meetings this past few years – dispute your accusations of “wildly spending” and increased tax rates. The FY23/24 proposed budget has a decrease of nearly 5% and our tax rate has consistently declined for the last five+ years and will do so again this year. This years proposed tax rate (1.2267) -versus- last years rate (1.3781) has declined, yet again. In fact, our proposed tax rate is the lowest rate since the 90s, according to a recent email from Dallas County. I will have Dr. Cheek add it into her presentation and will forward that email to you directly. Furthermore, the value of homes in Lancaster/Dallas County has almost doubled in the last 5years, which is related to increased tax bills.
