6 | You have all read the "Summary of Plans for New Planetary Government". Many thanks to the Steering Committe of the Colonists' Consortium for having drafted it. | |
7 | Can we start with a discussion of the planet's economic and monetary system? | |
8 | Mr. Zythrick | (Raises his hand) In my opinion,… the planet will not need its own monetary system or bank at all. The overall Galactic-Universal Fund should suffice. All us members of the Investors Coalition use it. |
9 | Colonist Steve | That's true but… the GUF is influenced by all the other economies in this system. |
10 | Mr. Zythrick | Well that's one reason I'm advocating it. The other economies are a stabilizing influence on the currency. |
11 | Colonist John | I see what you’re saying; however… we colonists want to see what kind of economy we can develop all on our own, for better or for worse. |
12 | Investor Leo (CEO of IGAMC) | I understand where you are coming from but… as an investor I can't support such an experiment. I want stability to insure a return on my investment. |
13 | Colonist Stephanie | I thought that one of the purposes of this project was to inspire new thinking and new ideas by giving the colonists a great deal of autonomy. |
14 | Investor Leo (CEO of IGAMC) | I respect your point of view. However from my perspective, something as basic as the economy cannot be part of that autonomy. |
15 | Moderator | Can we compromise by agreeing that the small, local, economy could be carried out in local currency, leaving the overall operation under the Galactic-Universal fund? |
16 | Investor Howard | That might be OK on condition that no transactions except strictly local ones took place in local currency. |
17 | Colonist John | Yes, we would be willing to restrict this to our own markets and we do have a plan for separating our, small interests from that of the investors. |
18 | Mr. Zythrick | In that case, I would be willing to study your plan on behalf of the Investors' Alliance and make preliminary recommendations. Would that be OK with everybody? |
19 | Everybody | (nodding approval, nodding consensus) |
20 | Moderator | Then let's go onward to the question of the number and type of Legislative Houses. |
21 | Mr. Zythrick | Ahem. Personally, I believe that the most efficient type of representation is just one, large body with all representatives elected by the general public. But I hear you don't all agree. |
22 | Colonist Stephanie | Efficiency is important but… even more important is a system of checks and balances. |
23 | Mr. Zythrick | That’s a valid point, but… you already have checks and balances by having different branches of government. |
24 | Colonist Stephanie | The problem is that… the safeguards must be comprehensive and redundant! People have run into problems in the past when this wasn't the case. |
25 | Mr. Zythrick | You wouldn't think that would be true. Humans are so friendly and civilized! |
26 | Colonist Steve | Not always! Rich people take advantage whenever they can! |
27 | Investor Howard | I have to concede that we really aren't always so civilized. But in any case, I insist the investors have their own legislative house along with the colonists. |
28 | Colonist John | I’m sorry but I disagree with you about this. Three houses just make the legislative process too slow and unwieldy. |
29 | Investor Leo (CEO of IGAMC) | In that case, for better efficiency the colonists could elimlinate one of their, two houses. |
30 | Colonist John | I see what you’re saying but… If we had only the "senate" type body then a small number of people could end up controlling the majority. And if we had only the "proportional" body, then the majority would end up drowning out the ideas of smaller groups. |
31 | Colonist Steve | If the rich investors have their own legislative group, then the poorest 20% of the colonists must have their own house also! |
32 | Investor Howard | That's ridiculous! |
33 | Colonist Steve | No it's not! |
34 | Colonist Stephanie | It's ony fair! |
35 | Moderator | People! People! Can we return to the subject under discussion? In the long run, the colonists' consortium and the investors' coalition will vote on each others' final proposals! Now -- are there more proposals regarding the legislative houses? |
