Specifically the ICO wants to understand the safeguards in place to protect user privacy, since Recall can log all your activity and then use the CoPilot model to return answers about things you've done, like what was said in a meeting or a recipe you looked for. In theory, these searches better than an index search because the model can understand more vague requests. It's also encrypted and can only be accessed by the person whose profile was used to sign into the computer. You can also filter out specific websites and apps from being scanned. You can also pause collection when you want, and delete some or all of the data collected at any time.
