Demand ModificationDemand was modified by sex and age group based on the average annual number of primary care visits for that group. These sex- and age-specific values were derived from the 2022 Medicare Expenditure Panel Survey for the West Census Region (which includes Colorado).

Demand ModificationThe standard of care for the whole population (regardless of sex or age) is two dental office visits per year. The total civilian, non-institutionalized population in each block group was multiplied by two visits per year, regardless of sex and age.

Behavioral Health 2024

SupplyBehavioral Health supply data were available from the Colorado Health Systems Directory (CHSD) based on surveys completed in 2024 by behavioral health and substance use disorder clinicians (reporting on care provided in 2023).

DemandDemand data were available from the 2019-2023 5-Year U.S. Census American Community Survey population estimates by age and sex with those living in institutionalized or military group quarters excluded.

Demand ModificationDemand was modified by sex and age group based on the prevalence of any behavioral health or substance use disorder for that group. The sex- and age-specific population in each block group was multiplied by the prevalence of any behavioral health or substance use disorder, available from the 2023 National Survey on Drug and Health conducted by the Substance Abuse and Mental Health Services Administration (SAMHSA) for census region 8 (which includes Colorado). This subset of the population was then multiplied by eight visits per year (the number of visits per year determined to constitute minimally adequate care, per our panel of stakeholders).

SupplyPrenatal care supply data were available from the Colorado Health Systems Directory (CHSD) based on surveys completed in 2024 by behavioral health and substance use disorder clinicians (based on care provided in 2023).

DemandDemand data, the average annual number of pregnancies in each census block group from 2020-2024, were available from the Colorado Department of Public Health and Environment's Vital Statistics Program.

Demand ModificationDemand for prenatal care was modified by age group. The demand for low-risk pregnancies (ages 20-34) was set at 12, based on the recommended standard (per our panel of stakeholders). The demand for higher-risk age groups (those under 19 or over 34) was set at 15 visits per pregnancy, roughly corresponding to one additional visit per month in the third trimester.
