It comprises of 'trashpickers' who roam most every city with a cart, collecting recyclables - which they then sell to consolidators for export to Vietnam or Thailand to recycling facilities. This is often the only source of income for these families. You can 'donate' your recyclables by separating them into clean bags and setting them on the street. This is important to keep people from opening the bags, looking for recyclables and spilling the trash all over the street! Sometimes the edjai use a 'squeaky toy' to let you know they are coming, you can hand it over directly if you like.
