HOUSE BILL 805 "§ 115C-98.1. Parent access to library books.

(a) For the purposes of this section, the term "library books" means electronic, print, and nonprint resources, excluding textbooks, for independent use by students and school personnel outside of the standard course of study for any grade or course. Library books may be held in a formal school library or in a classroom.

(b) Local boards of education shall adopt policies that do all of the following:

(1) Provide ongoing public access through a searchable web-based catalog to the titles of any library books available at each school within the local school administrative unit. Each school shall display its catalog on the homepage of its website.

(2) Allow a parent or guardian of a student to identify any library books that may not be borrowed by the student. A student shall not be permitted to borrow any library books identified by the student's parent or guardian pursuant to this subdivision."

SECTION 3.3.(b) This section is effective when it becomes law and applies beginning with the 2025-2026 school year.

What does this mean for non-librarian educators?

If you have a classroom library (a collection of books that students can independently select to read) you must add the title and author of each book into the spreadsheet tab with your name/room number. You will need to update this spreadsheet each time you add a new book to your collection.

This spreadsheet will be posted on the library homepage and therefore will be searchable.

If you do not have a classroom library, type "No classroom library in room_____" in the top line of your classroom's tab.

How can I do this quickly and efficently?

Voice to text
Open the spreadsheet on your phone. Enable this feature and dictate the titles and authors into into the cells.

Parent Volunteers
 Create a blank spreadsheet and share it with the volunteer (using their phone or laptop). Copy and paste their entries into this spreadsheet.

ChatGPT
Take close up photos of each shelf.
Upload photos of shelves to ChatGPT with the prompt, "Create a list of the title and author of the books in the attached pictures. Create the list in a spreadsheet and put the title and author of each book in the same cell."

What is the due date?

DPS expects all educators to have catalogued their libraries no later than Sept 30, 2025.

Books do not need to be alphabetical or otherwise organized.
