Drinking Water State Revolving FundStateThe DWSRF is administered jointly by the New York State Department of Health (DOH) and the New York State Environmental Facilities Corporation (EFC)A Drinking Water State Revolving Fund (DWSRF) was created in 1996 as a result of State legislation and legislation enacted by the U.S. Congress.
