The scholarship is offered to an Oregon public high school senior with a GPA of 3.0 or higher. Applicants must be a U.S. citizen and plan to attend an accredited and FAA approved school within Oregon, such as Lane or Portland Community College, and start in the fall term.

The scholarship funds are to be used for tuition and books only. Upon receipt of the degree, the recipient of the scholarship must commit to working three years within the aviation maintenance industry.
