The Alternative Technology Association IncGreen Rebuild Toolkit
This project will empower and support fire-ravaged communities to rebuild their homes in a climate-resilient way. The Green Rebuild Toolkit includes a range of tools, resources and online events tailored for communities rebuilding after the 2019/2020 Australian bushfires. In partnership with our local member Branches, and building on our 40 years of practice in home sustainability, the Toolkit is a wealth of expert resources, virtual and physical events, and one-on-one advice sessions to support communities to build back sustainably and resiliently.
Households will be better informed, communities will be empowered, and rebuilt properties will be sustainable and resilient.

After a very difficult 18 months for the local tourism and hospitality industry, the Big Chill has shown it has the capacity to attract visitors in the Armidale Region and enhance the economic, social and cultural offerings and attractions of the region. The 2021 Big Chill Festival, which celebrates local producers and nationally recognised musicians, attracted 3,000 and with this support will look to build on this foundation, with the stimulus support. Lower Creek Community Hall and Evacuation Centre
Armidale Regional Council and the Lower Creek residents have identified the urgent requirement for a community hall and evacuation centre in Lower Creek, NSW. This hall is to cater for the high risk Lower Creek community to provide safety in the event of future disasters and host community events that will assist with social recovery and mental health scars. This project has significant importance for Lower Creek as 25.8% of the LGA was affected by the 2019/20 bushfires and 43 Houses and outbuildings were damaged or destroyed. A majority of these cases and the percentage of the burn scar was witnessed in the Lower Creek area. The establishment of a community centre is a critical step to the future development and healing of this community.

The New England region knows better than most the devastating social, economical and health affects the Black Summer Bushfires had on the Australian people. The first catastrophic fires for the 2019 season occurred in the region before any other. The Phoenix Project: A Community-Based Mental Health Fire Recovery Program
The Phoenix Project will promote social recovery and resilience, improving social cohesion and mental health in communities affected by Black Summer Fires, through implementing a Community-Based Disaster Mental Health (CBDMHI) program. This internationally successful program is strategically designed for adaptation to local cultural and disaster-contexts. Through extensive community consultation, the CBDMHI will be tailored for fires in rural Australia and implemented and evaluated in the Armidale LGA. The program will aid recovery and build resilience for future fires, supporting the wellbeing of communities in the long-term. A framework will be available after the project to enable broader implementation for those impacted by fire.

The Australian Red Cross 2019/2020 Australian Bushfire Recovery Program (the Program) is a community based social recovery and resilience program supporting communities impacted by the 2019/20 Bushfires. Red Cross provides information, practical assistance, and emotional support to enhance community recovery and resilience – focussing on the psychological, social and cultural aspects of wellbeing. We will repair the timber flooring in the Old Pavilion, which is deteriorating.

Leveraging local peers to connect communities and enhance mental health
Expanding our work through our established community networks across 10 LGAs, we aim to normalise conversations about mental health. This project builds on the learnings of our Bushfire Recovery Service. Our objectives are optimal recovery and resilience against future disasters. We will achieve this through two Lifeline-trained teams: our employed Peer Workers in each LGA are the go-to Advocates who identify and refer within our extensive networks. Our voluntary Connectors are members of local community groups who receive our community education to identify signs of stress and mental ill-health through casual community contact. This two-tier model of trusted peers has proven successful.

The project will conserve local heritage and also promote heritage tourism in Inverell LGA. Tingha Town Hall's (c1914) accessibility, electrical works and roof will be upgraded. A Heritage Conservation Plan will be developed for Newstead Shearing Shed (c1857), the culturally significant site of Tom Roberts’ famed The Golden Fleece in the 19th century. Lastly, the project will develop a self guided heritage tour mobile app for Inverell’s heritage conservation area. The Macintyre River bisects the town of Inverell, with residents in the South Inverell neighbourhood (480 residences), connecting to the CBD via a foot bridge over the river. The current structure is in a poor state of repair and due to its low level, there have been more than 12 instances in the past 12 months where the bridge has been impassable due to elevated flows in the river. This project will overcome this by raising the foot bridge by 1 metre widening the bridge to facilitate improved accessibility. The shared path approaches to the footbridge will also be widened to 2 metres. An additional riverside path will also be installed at a second site in Inverell to connect May Street Lookout with the Inverell Suspension Bridge.

The project will install three solar powered, electronic fire danger rating signs in Inverell LGA. The variable message signs will provide illuminated roadside information 24 hours / day. The three signs will be strategically placed on the highest traffic routes towards high bushfire-risk areas and the more densely populated areas of our shire.
The signs receive instant updates from the NSW Rural Fire Service through the mobile phone network to automatically change the fire danger rating display. This will ensure timely, localised and consistent messaging for the community.

Tingha Recreation Reserve Land ManagerTingha Evacuation Centre Upgrade
The project will upgrade Tingha Evacuation Centre (Tingha Sport and Recreation Club) in the village of Tingha, population 476. Run by volunteers, the club hosts events such as Tingha Tin Festival, the Chinese Lantern Festival, Australia Day, Remembrance Day and Anzac Day commemorations. During the Tingha bushfire in 2019, the club hosted community meetings, distribution of food and material aid and was a re-fueling point for volunteer fire fighters. Inspections by three independent builders have recommended the replacement of the club’s main hall floor and subfloor, which is aged and presents safety concerns for club users. The project will remove the current flooring, install new flooring and hardwearing floor coverings.

The New England North West region has recently experienced a range of unprecedented natural disasters. Compounded traumatic events have far-reaching and long-lasting impacts to a community and can negatively impact mental health and wellbeing.
The Remote School Resilience Program is aimed at small remote schools who often miss out on service and program opportunities due to geographical isolation. The program will involve a mix of counselling, tailored groups for students, individual supports for students and families and a sporting element.

A new partnership between online psychology platform Rural Health Connect and Rural Financial Counselling Services will deliver psychology and financial counselling sessions across bushfire affected regions. This support is one-on-one and provided over our online platform free of charge. It comes in response to the fact that emotional and financial distress often go hand in hand and addressing both aspects of life together can aid in recovery. Bringing both services together at one online location simplifies the process for clients and allows for easier referring and cross referring. Lending a Legal HAND: Helpful Advice following Natural Disaster
Communities affected by natural disasters require legal assistance. Unaddressed legal problems affect people’s health, financial stability, and relationships. In the face of compounding disasters, there is also a need to strengthen preparedness so that unresolved legal problems from past disasters are not exacerbated. This project will strengthen our relationships with local community organisations, including community legal centres, across 16 LGAs to better identify disaster-related legal problems early and establish pathways to connect people with legal assistance. We will work with our pro bono legal firms and leverage our digital solutions to deliver legal assistance that supports communities to rebuild and strengthen resilience.

This two-pronged project will see the clearing of trees, branches and scrub from along roads located within the Tenterfield Shire and within the RU5 area of Tenterfield. Tenterfield Park is a high visitation park that has been divided between a dog walking park and a bird watching park. Within this parkland there are a number of large trees that have died and now pose to become a fire risk to the town. This project supports the physical and social recovery from the immediate efects of the bushfires. This funding will see the danger of falling trees and excess fuel removed from community land.

Recover, adapt, connect; supporting disaster resilience following bushfire.
For survivors of the black summer bushfires, life has been forever changed. Without appropriate clinical and support services, the impact of trauma for many will be long-lasting and result in increased acuity of physical and mental health conditions and an ongoing health burden to communities.
HealthWISE will work with communities in 16 LGAs to address the impact of trauma experienced following the bushfires. Our project will facilitate recovery and develop psychological preparedness for future bushfires, in individuals and communities. We will do this with a locally based workforce of nurses, mental and allied health clinicians, Aboriginal health practitioners and we will assist people to navigate and connect with other existing services.

As a small rural community that has been impacted by two major bushfire emergency events in three years, endured severe drought, major storms, infectious diseases and significant search and rescue operations, the need has never been greater to ensure our community can remain prepared, be able to effectively respond to emergencies, and recover from these devastating events now, and into the future. This project will establish a new Emergency and Rescue Centre in Merriwa, to replace the 60 year-old existing facility that is no longer fit for purpose. This facility will enable coordinated emergency operations, provide space for recovery providers, house our Rescue responders as well as be a key community engagement hub for resilience building.

Walcha Council will partner with the Nowendoc Memorial Hall Land Managers to deliver several projects that will enhance the Nowendoc Memorial Hall for the small rural community and its visitors, to ensure water security and disabled car park access for the future. Prior to the Black Summer Bushfires, the Nowendoc area was affected by drought. When the bushfires hit, water storage was very limited and water had to be transported from Walcha 75km away. This project involves Council assisting the Nowendoc community with improving water harvesting, drainage, landscaping and safety for the community, visitors and tourists.

Yarrowitch Hall and Recreation Reserve Land Managers will enhance the Community Hall facilities to support emergency and operational response agencies in times of disaster. This will also lead to increased community engagement and use of the facility through the running of events and community activities. This will be achieved through much needed floor repair and finishing of the Hall flooring, partial internal painting, installation of a permanent external barbeque, purchase of a zero turn mower suitable to keep the grounds in a well maintained and safe condition.
