We also ask Congress to rein in the overreaching authority of the Environmental Protection Agency (EPA).

Bastrop County Republican Party calls for the declaration that any agreements with foreign nations and other international bodies made without consent of two thirds of the Senate as is required by the aforesaid Treaty Clause is and shall be unconstitutional and the same shall not be considered a part of the supreme law of the land as defined in the Supremacy Clause of the U.S. Constitution;
We demand that only the Congress, and not the Courts, has constitutional authority to define what we as a nation recognize as “the law of nations” and the Courts have no authority to intrude on this power through the guise of recognizing so-called “customary international law;” We approve of the ruling by the United States Supreme Court in the 1957 case of Reid v. Covert which held that treaties and laws enacted pursuant to them must comply with the provisions of the Constitution (see Reid v. Covert (1957), 354 U.S. 1).

Limiting the Expanse of Government PowerAGENDA 2114BastropBastrop Republican Party supports the National Republican Committee’s resolution, entitled “Sovereign American Leadership in International Organizations” exposing the United Nations’ Agenda 21. We believe a copy of the resolution should be sent annually to every Republican member of Congress.
We demand that the next Republican president rescind the Clinton Executive Order which granted administrative approval of Agenda 21, and that the members of the United States Congress approve a law that discontinues funding and implementation of policies and programs associated with Agenda 21 and the United Nations’ “Sustainability Development” initiative.

Honoring The Symbols of our American HeritagePublic Acknowledgment of God14BastropThe Bastrop County Republican Party believes that the public acknowledgment of God is a protected right under the First Amendment to the U.S. Constitution enjoyed by all citizens, including government employees and elected officials.
We further support strict adherence to the 1st Amendment of the US Constitution, in regards to the practice of religion. There should be no encumbrances to any person’s or group’s references to a Supreme Being or to their use of prayer, in public, at educational institutions or in / on governmental property.

Therefore, we strongly support the following policies which include but are not limited to the following:
1. Keeping the words “Under God” in the Pledge of Allegiance;
2. Preserving “In God We Trust” as our national motto;
3. Protecting the display of symbols of faith, including the Ten Commandments, in places public and private;
4. Supporting voluntary expressions of faith in public places;
5. Supporting the right of military chaplains to pray and speak in public according to their religious beliefs and freedom of conscience;
6. Reversing Supreme Court jurisprudence that has inserted into the First Amendment the doctrine of “separation of church and state” which renders government participation in public expression of faith illegal, despite our long history of such participation by the founders themselves; and
7. Interpreting the First Amendment’s statement “Congress shall make no law respecting an establishment of religion” consistently with the founder’s original intent that Congress shall not establish an official, compulsory, national denomination.
8. Protecting the celebration, including religious symbols, of Christmas, Thanksgiving, and other holidays in schools and on public property.
9. Freedom is the bedrock of our nation and our communities, and that this freedom is not abdicated at the schoolhouse door. We affirm that student-initiated prayer shall not be prohibited before public school events.
10. Faith-based institutions are extremely effective in meeting the needs of citizens and communities and are much more responsive than government programs. We therefore support measures to encourage contributions to faith-based charities and other measures to reduce the regulations over such organizations. This excludes so-called charities that support terrorism.
11. Consideration that the term “Establishment of Religion” is a noun, not a verb.

1. There is no God “We find insufficient evidence for belief in the existence of a supernatural; it is either meaningless or irrelevant to the question of survival and fulfillment of the human race”;
2. Traditional religion is harmful “Promises of immortal salvation or fear of eternal damnation are both illusory and harmful”;
3. The world originated through evolution “. . . the human species is an emergence from natural evolutionary forces”;
4. There are no moral absolutes “We affirm that moral values derive their source from human experience. Ethics is autonomous and situational needing no theological or ideological sanction”;
5. Sexuality should be unregulated between consenting adults “. . . we [do not] wish to prohibit, by law or social sanction, sexual behavior between consenting adults”;
6. Birth control, abortion, and divorce are an absolute right “The right to birth control, abortion, and divorce should be recognized”;
7. Sex education should be taught “Moral education for children and adults is an important way of developing awareness and sexual maturity”;
8. An individual has a right to die “A full range of civil liberties’ includes recognition of an individual's right to . . . euthanasia, and the right to suicide”;
9. Traditional religion should have no place in government “The separation of church and state and the separation of ideology and state are imperatives”;
10. Nationality should be sacrificed to world community “We deplore the division of humankind on nationalistic grounds”;
11. War is not acceptable “War is obsolete.”

The Bastrop County Republican Party denounces the implementation of the beliefs of a state Humanist Religion in our government programs and public schools as favoring an establishment of religion in violation of the First Amendment to the US Constitution and calls upon Congress to repeal any measures institutionalizing these beliefs.

We call for the elimination of the BATFE.
We reject the establishment of any mechanism to process, license, record, register or monitor the ownership of guns.
We believe that Federal Firearms License Dealers (FFL) holders should be free from harassment, and license revocations and denials against firearm dealers based on violations consisting of largely inconsequential recordkeeping errors.
We urge the ATF to apply lesser gradation of sanctions for such minor errors. ** see above

Limiting the Expanse of Government PowerFourth Amendment14BastropThe Bastrop County Republican Party rejects the unconstitutional NDAA (NDAA), that includes (but is not limited to) sections 1021 (Indefinite Detention without trial) and 1022 (detention in military custody), in contravention of the Rights of the People and sovereignty of this state and exceed the Constitution’s limits of authority granted the federal government.
We demand the Legislature and governor of this state by resolution, direct this state’s Congressional delegation to immediately commence efforts to repeal this act, which is repugnant to the sovereign rights of the citizens of this state and are usurpations of authority by the federal government.

Therefore we support the following policies which include but are not limited to the following:
1.Elect and appoint judges at all levels who respect traditional family values, the sanctity of human life, and our U.S. Constitution as amended;
2.Apply the protections of the Fourteenth Amendment to the U.S. Constitution to the unborn child;
3.Encourage expeditious and inexpensive adoptions;
4.Promote volunteering at crisis pregnancy centers;
5.Adopt a Human Life Amendment to the U.S. Constitution that clarifies that an unborn child has a fundamental individual right to life which cannot be infringed except when the life of the mother is directly threatened;
6.Oppose efforts to legalize euthanasia or assisted suicide;
7.Support that medical personnel shall not be required to participate in abortion or euthanasia against their conscience.
8.Deny use of public funds and facilities for abortion;
9.Deny public funding to organizations that advocate abortion;
10.Deny Republican Party funds to any candidate who does not support the Republican Party of Texas platform with regards to pro-life issues;
11.Reverse Roe v. Wade;
12.Ban all attempts to clone human embryos; and
13.Ban the harvesting of fetal or embryonic stem cells, while we fully encourage research using adult stems cells and umbilical cord stems cells.

Whereas the Lacey act was used by Federal Authorities to raid Gibson Guitar Corp, using military style weapons and tactics. In the raids rosewood and ebony wood, worth thousands of dollars were seized;
Whereas the “Retailers, Entertainers Lacey Implementation and Enforcement Fairness Act” RELIEF, HR 3210 has failed to be moved out of committee

Therefore, the Bastrop County Republican Party condemns the over-criminalization nature of the Lacey Act and supports the RELIEF legislation

Restoring Intergrity to our ElectionCandidate Support for the Republican Party Platform14BastropThe Bastrop County Republican Party demands that Republican candidates support the State Republican Platform. We request that the Republican Party of Texas request from each Republican candidate, in every primary election, a statement of support for each major section of the State party platform, for example, the “Education of our Children”. The party will also select specific important sub topics for further discussion by the candidates, for example, “Parental School Choice”. In his or her statements, each candidate will clearly state their overall level of support for the selected platform items and their reasoning. These statements will be provided to Republican voters within acceptable voter guides and that the Republican Party of Texas website.

We further believe this resolution should be of prime importance in the Republican Party of Texas state Platform and the national level Republican Party platform

Limiting the Expanse of Government PowerTexas Admission of Out-of-State Attorneys14BastropWhereas, an attorney licensed by another state, who obtained a law degree by correspondence, can legally practice Federal law in Texas without a Texas law license;
Whereas, the same out-of-state attorney can also legally serve as in-house counsel to a Texas corporation without a Texas law license;
Whereas, the State of Texas has no disciplinary or occupational-taxing authority over these attorneys as long as they are not licensed by Texas;
Whereas, these attorneys would seek Texas licensure if they were not prohibited from taking the Texas Bar Exam by the Texas Attorney Rules of Admission; Whereas, the current Texas Attorney Rules of Admission prohibiting these attorneys from taking the Texas Bar Exam were written at a time when the American Bar Association strictly prohibited all forms of correspondence education for an accredited law degree;
Whereas, educational modernization now uses technology to deliver a quality education through distance-based learning at a lower cost to the consumer;
Whereas, the American Bar Association, in recognition of that educational modernization, has revised its accreditation standards to allow a certain amount of correspondence education in its accredited programs;
Whereas, Texans, particularly those of low-income, would benefit by removing this prohibition because they would have a viable, low-cost alternative to obtain a legal education, and greater access to free attorney services;

Therefore, the Bastrop County Republican Party calls upon the Texas Legislature and the Supreme Court of Texas to repeal the prohibition on out-of-state attorneys who obtained their law degree by correspondence from taking the Texas Bar Exam, and that such attorneys be treated the same as any other out-of-state attorney who graduated from an unaccredited law school.

Honoring The Symbols of our American HeritageGovernment Regulation of Religious Institutions14Bastrop"The Bastrop County Republican Party supports legislation returning seminaries and other educational institutions of purely theological disciplines, to a position of freedom and independence from government interference; the State may not establish which seminaries are legitimate and which are not, and
We believe that seminaries and similar institutions offering exclusively religious curricula must be allowed to confer degrees in religious subjects without accreditation unless they choose to seek accreditation, and
We believe that the State must have no power to license the clergy or to license institutions for training the clergy. It must have no power to distinguish between seminaries it approves or accredits and seminaries it does not approve or accredit. It must have no power to restrict or penalize disapproved seminaries or to prohibit them from using ordinary English words to describe their own levels of religious achievement. What is necessary to achieving a degree in a religious discipline is a purely religious question and therefore, the State must withdraw all imposed regulations.

The Bastrop County Republican Party urges the Texas Legislature to enact legislation to repeal all licensing requirement for carrying handguns, openly or concealed, by any lawful owner of said handgun.

The Bastrop County Republican Party, until repeal of all licensing requirements, supports the rights of License to Carry Handgun Licensees and believes that no further restrictions be placed on LTCs.
We further support the passage of legislation that will allow LTC holders to carry in any location unless so deemed by the owner of private property. ** Repeal of Handgun Licensing
Furthermore, passage of legislation that will allow LTC holders to carry on the campus of higher education (university, college and tech school) is considered of the highest priority. ** Repeal of Handgun Licensing
We urge the Legislature to declare clearly that it has the exclusive authority to determine where firearms may or may not be legally carried in the State of Texas, and that no other state governmental entity and no local governmental entity may regulate or prohibit the possession of firearms.

Limiting the Expanse of Government PowerOpposing the United Nations’ Agenda 2114BastropThe Bastrop County Republican Party supports the State Republican Executive Committee’s proposed resolution opposing the United Nations’ Agenda 21 programs. Furthermore, after the resolution was approved at the 2012 State Republican Convention, the Bastrop Republican Party believes a copy of the resolution should be sent to every Republican member of the Texas Congress. We recommend that our Texas Governor, members of the Texas legislature, and our Attorney General determine the most effective and swiftest legislative mechanism to abolish Agenda 21, dismantle and rescind all previous policies and programs enacted through Agenda 21, and disallow all organizations including, but not limited to, NGOs or COGs to discontinue funding and implementation of policies and programs associated with Agenda 21 and the United Nations’ “Sustainability Development” initiative.
We support the right of citizens to acquire, use and dispose of real property. We reject any and all actions that jeopardize private property rights and create unrepresentative local entities;
We endorse the introduction and passage of legislation prohibiting the state, counties, cities and municipal agencies of Texas from implementing programs of, expending money for, receiving funds from or contracting with the International Council for Local Environmental Initiatives (ICLEI)

We support State Rep Simpson’s bill that was unanimously approved in the 82nd Legislature. We support a modification to the Texas Local Government code providing that counties, rather than municipalities, will provide governance to municipal ETJs within the county with such governance only reverting to municipal control upon annexation by the municipality.

We believe that officials at the local levels of governments should become well informed of the harmful results and unintended consequences of the destructive strategies for implementing Agenda 21 programs and policies. Bastrop County government leaders should become aware of terms such as ‘sustainable development’, ‘smart growth’, ‘comprehensive land use’ plans and ‘sustainable agriculture’ and understand the association of these terms with Agenda 21.
The Bastrop Republican Party will provide information regarding the local Republican Party resolutions opposing Agenda 21 to Bastrop County government officials, including but not limited to, mayors, city council members, school board members, and county commissioners.
We recommend that a thorough evaluation of all County plans and programs be reviewed to determine if Agenda 21 policies are included, and if so, those policies or programs be eliminated completely.

Whereas, the 1994 Brady Bill literally attempted to force each sheriff to promote gun control within their jurisdiction
Whereas, in fighting this incursion, the Supreme Court decision of Mack/Printz vs US stated at least three times that the States were not subject to Federal direction
Whereas, in Mack/Printz vs US, Justice Scalia wrote for the majority, stating, “The Federal Government may not compel the states to enact or enforce federal regulatory programs”.

Therefore, the Bastrop County Republican Party calls on our County Sheriff to review and understand this ruling, and to fulfill the duties as defined therein.
