We will evaluate applications without the fee being paid, but the fee must be paid for formal admission. Essentially, rejection is free except in rare cases where the central Graduate School overrules the departmental decision (which almost exclusively for foreign students with qualifications that translate poorly to the US system, and usually can be worked around)
Must send materials to the graduate school, and to m.sanati@ttu.edu have application considered without paying fee
