The minimum required average NSP3 Need Score (Risk Score) for Colorado is 17 of a maximum 20. Applications will be considered for projects with a lower score, provided the average score for combined project target areas is 17-20. Applicants must register and use the NSP3 Mapping Tool, located at http://www.huduser.org/NSP/NSP3.html, and submit the HUD-generated map of the project's target area with the application for funding.

HUD census data for NSP3 presumes that a minimum of 20% of REO in a target area would need to be addressed to make a visible impact. Number of units produced in completion of project should be comparable to (or exceed) the number of units required to impact the neighborhood, and additional preference will be given by DOH to projects targeting higher number of units than required for impact.

Eligible Property Types

Definitions of Eligible Properties for Use in NSP Activities

Abandoned: A home or residential property is abandoned if either (a) mortgage, tribal leasehold, or tax payments are at least 90 days delinquent, or (b) a code enforcement inspection has determined that the property is not habitable and the owner has taken no corrective actions within 90 days of notification of the deficiencies, or (c) the property is subject to a court-ordered receivership or nuisance abatement related to abandonment pursuant to state or local law or otherwise meets a state definition of an abandoned home or residential property.
Foreclosed: A home or residential property has been foreclosed upon if any of the following conditions apply: (a) the property’s current delinquency status is at least 60 days delinquent under the Mortgage Bankers of America delinquency calculation and the owner has been notified; (b) the property owner is 90 days or more delinquent on
tax payments; (c) under state, local, or tribal law, foreclosure proceedings have been initiated or completed; or (d) foreclosure proceedings have been completed and title has been transferred to an intermediary aggregator or servicer that is not an NSP grantee, contractor, subrecipient, developer, or end user.

NOTE: Projects in portions of a community that received entitlement dollars in NSP3, but are outside that community's NSP3 entitlement area will receive higher preference than those within the NSP3 entitlement area.

The State of Colorado anticipates funding multi-family rental projects with its NSP3 funds. Projects will be disqualified for other project types, in areas outside the Colorado Springs NSP3 entitlement area.

Highest preference will be given by DOH to projects proposing to serve ONLY populations at/below 50% AMI. No preference will be given by DOH to projects proposing to serve populations at higher levels of AMI. Projects will be disqualified where no households will be served at/below 50% AMI.

Application Contents

Applications for NSP3 funding must include, in addition to this checklist, the standard Division of Housing funding application, the Area of Greatest Need Map generated by the NSP3 Mapping Tool, and all applicable attachments as instructed on the State of Colorado NSP Website. In addition to the above criteria, applications will be reviewed for feasibility based on the standard DOH underwriting criteria.
