About the Climate Innovation Readiness Navigator

The Climate Innovation Readiness Navigator (CIRN) is designed to guide cities and local governments along their climate action journey
through assessing their readiness to adopt climate innovation. It helps them:

• Rapidly assess readiness for adopting and scaling innovative climate solutions.

• Identify priorities to fast-track climate innovation and overcome common barriers.

• Accelerate action through strengthened cross-sector partnerships with government, business, academia, and communities.

CIRN is built on a structured methodology that draws on:

3 Pillars: The core dimensions of climate innovation readiness.

9 Influencing Factors: The drivers within each pillar that shape a city’s capacity for innovation.

36 Indicators: Detailed measures that provide a clear picture of strengths, gaps, and opportunities.

How to use this tool

This tool has been developed by ARUP in collaboration with the Global Covenant of Mayors (GCoM) to provide a practical entry point
for cities to assess their innovation readiness. The spreadsheet serves as both a data entry and visualization tool, enabling rapid
assessment of city performance across the 36 indicators. The outputs highlight where a city is already strong and where more effort or
partnership is needed.

Cities and local governments can use this tool to:

1) Enter relevant data aligned with the CIRN indicators.

2) Visualize their results to identify readiness gaps and opportunities.

3) Inform decision-making and prioritize areas for climate action


Important Note: This version of the tool has been modified by the University of Melbourne and Ironbark following an assessment conducted in June
2025, for testing with a research focus group in August 2025. It remains a Work in Progress Draft and should not be considered the final product of
the Navigator.
