Recruiting Diverse Educators: A Database of Organizations Representing Underserved Populations

An analysis of 2020-21 Perkins data reveals that 51% of secondary CTE learners are learners of color, while only 13% of secondary CTE teachers are people of color.1 Additionally, a recent analysis by the National Council on Teacher Quality compared the overall percentage of learners of color to the percentage of teachers of color in each state. This analysis showed that every state has more learners of color than teachers of color thereby creating a negative teacher-to-learner racial gap.

To investigate the causes of a lack of racial and ethnic diversity among CTE educators, including teachers and administrators, and potential strategies to increase diversity in the CTE educator workforce, in March 2023, Advance CTE and the Association for Career and Technical Education (ACTE), funded by the Joyce Foundation, convened a shared solutions workgroup (SSWG) comprised of national partners from organizations that are addressing teacher diversity as well as state and local CTE leaders. In addition, Advance CTE and ACTE hosted a series of focus groups comprised of diverse secondary CTE teachers and administrators to hear firsthand about the challenges of recruiting and retaining this educator population.

One of the key findings from the focus groups is that CTE educators are often haphazardly recruited and that without chance encounters, they would not have been aware of the opportunity to bring their expertise to a secondary classroom. As the SSWG processed this information and began identifying strategies and creating resources for the CTE field, they recommended the creation of a database of professional organizations that serve minority populations, including industry professionals, learners and current and future educators.

This database offers a starting point for local, regional and state CTE leaders looking to develop the educator pipeline and recruit educators from underrepresented populations in particular CTE program areas. The list includes organizations such as:

National Association of Hispanic Nurses
National Association of Minority Contractors
National Organization of Minority Architects
National Indian Education Association

One Million Teachers of Color

The document includes a hyperlink to each organization’s website; however, users will need to investigate further to identify the appropriate state-, regional- or local-level contacts that will be most useful for their individual context.

Recruiting Diverse Educators: A Database of Organizations Representing Marginalized Populations informs the CTE field about these organizations and opens the door for new and strengthened collaboration to make diverse populations aware of the opportunities associated with being a CTE educator. As the nation attempts to solve for high teacher and administrator turnover rates and a lack of diversity in the education field generally and within CTE specifically, this tool can help the field reach and communicate with the communities we are serving to find the next generation of the CTE workforce.
