The financing gap is the most important challenge. Public funding alone will not be enough to fill this gap, the mobilization of private investment is required. The UN 2023 Water Conference should focus on solutions to mobilize more private investment. All actors need to make better use of blended finance, a structuring approach that brings together public and private investors. Blended finance can help create risk-return profiles that are acceptable to private investors. Through de-risking mechanisms, blended finance allows traditional development funders to use their money more catalytically, so that their contributions mobilize private investors. Examples include Climate Fund Manager's blended fund called Climate Investor Two.We need to involve more finance experts that work in commercially oriented institutions such as commercial banks, asset managers, and impact investment firms. Too often, the dialogues are conducted between public sector employees and NGOs only. This requires a concerted effort in capacity building, training, awareness raising across government, the private sector and civil society. Until this is addressed the finances of the water sector will be wasted and the results will be inappropriate to needs.Government, private sector, civil society and media must partner together to declare the water sector an island of integrity in which there will be zero tolerance for corruption and malfeasance. There should be a commitment to multi-stakeholder platforms to ensure clean governance in the water sector.WIN can contribute to conceptualising and leading a campaign for clean governance and for making the water sector an island of integrity. Aquatic life has been affected by oil spills, which makes it difficult for fishermen to find fishes. In the Niger Delta Region of Nigeria, the major source of livelihood for the people is the fish and other aquatic animals they sell. Therefore, the unavailability of fish due to several unchecked oil spills brings economic hardship. Proper regulations should be put in place.A proper regulatory framework championed by the UN through in country legislation should be pushed for. Environmental waste in our waters must be met with not just stiffer penalties, but proactive measures to forestall to the barest minimum any occurrence of pollution in our waters.Abantu Blue Economy Alliance has lended its voice in time passed to the calls for training of Lawmakers across the African continent with respect to the impact of not checking indiscriminate environmental waste. Water as a development asset needs to be managed by one overall authority in each country. The Thai Department of Water Resources (DWR) of the Ministry of Natural Resources and Environment (MoNRE), has faced difficulties with water management and developing environmentally and socially sound management practices. DWR is the designated Water Management regulator but conflicts have arisen between different government departments with historical vested interests in the management of water. Each country should recognize one central authority to provide modern data and knowledge on effective water management. 3.Promote R&D in hydroinformatics technology nationally and internationally.

As the world’s fastest growing animal protein sector, intensive aquaculture is used to improve yields. In reality, such farms use large amounts of fresh water and are major sources of pollution. To sustainably farm fish, we’ve designed a nature based system, using tiny air bubbles to clean water, and remove organic waste for upcycling by insects into energy rich ingredients, used to make food for farmed fish. We’re now seeking feed to farm collaborators to demonstrate a pilot for this concept.Aquaculture as a sustainable development option lacks evidence to determine its effectiveness. Nature based pilots need to be conducted to gather disaggregated data on development outcomes, for individuals, households and communities. For example, if productivity increases, and the fish farmer is a woman, she will acquire new or extra skills and income, as well as potentially improve her self‐esteem, self‐confidence, and the role she plays within the household.Yes

The lack of governance, political will, transitional finance and in some cases technology have hindered progress in reducing the over-abstraction of water both surface and groundwater. This scarcity drives additional challenges in urban water supply and uncertainty in supply for all. Scarcity is destabilizing to all sectors and society at large.Governments at multiple levels must establish water balances in every basin, based on ecological limits and current/future uses. Caps on water allocation must be established together with flexible mechanisms for managing water accounting for variable climate futures. Transitions to more water resilient and nature positive agricultural economic models must be supported through capacity building and financing at the farm gate. Equal access to clean and safe water and WASH services are critical resources for women and girl’s development. Yet despite the COVID Pandemic demonstrating the importance of clean water and WASH services to their development, women and girls still lack equal access to these services. WASH services in their homes, healthcare facilities, schools and workplaces need to be implemented to reduce poverty, diseases and malnutrition and support education, a productive workforce and gender inequality.It will be impossible to create a treaty which can implement effective remedies here without incorporating all of the SDG’s as they are crucial tools to accomplish SDG 6’s goals. Soroptimist International has served as an advocate for the education of women and girls regarding the SDG goals including SDG 6 in order to ensure that they are able to participate in in the development of policies and programs which address these issues. The private property in water and water rights approach is now maladaptive. The public interests and needs have radically changed with the climate crisis.The first necessary step is to greatly increase what are called in the US "instream flow rights". The essence is preservation of flows supporting riparian ecology and aquatic ecology. If the flow changes adversely affect these parts of the ecosystems, the damage will affect far more than the direct impact, because of the dependence on these elements of the ecosystem by a large proportion of terrestrial fauna, as well. I cannot muster activities by others. But, there are several NGOs that should be contacted, including the Universities Council on Water Resources, Association of State Floodplain Managers, Association of State Wetland Managers, and US agencies including the Fish and Wildlife Service, and the US army Corps of Engineers.The most important changes, in my opinion, are increased cooperation in water management upstream of large-flow rivers. The most glaring gap is in allocation and re-allocation of irrigation water, in the Western US and likely other places. The lack of public ownership is a barrier that we must overcome. With no mechanism for valuing water in agriculture supply chains, the agenda for Water for development remains incomplete.The transformative actions include a structured & transparent mechanism of water valuation enabling development of Agri-water standards & credits scheme. The water valuation determinants would include diverse contexts i.e., Source (surface or underground), demand and supply, investments and other use (SDG-6). The drivers of actions are:

Catchment-specific interventions are required to assist local governments in diversifying supplies to enable flexibility. Leadership is crucial to restoring the environmental health of essential river and aquifer systems requiring continued investments, effective standard-setting and more adaptive, holistic ecological management. Actions and investments are needed to implement and improve nature-based solutions to store, move, and share water using science, data, and technology. SADC-GMI raise awareness and supports understanding groundwater by disseminating data and information and creating knowledge products. It works with national governments and regional institutions to create an enabling environment for groundwater management through improving, developing and harmonising policy and legal and regulatory frameworks. We support infrastructure development and promote impact-oriented capacity building and training, creating a growing cohort of groundwater experts. Second, current indicators are also not holistic enough-- they do not capture non-drinking water uses. Water security should be measured based on individual’s experiences, just as food insecurity is tracked using an experiential measure (SDG 2.1.2). This is more precise & comprehensive metric that can easily be tied to health outcomes, e.g. child growth & infectious & non-communicable diseases. Nationally representative data using experiential measures is how we see who is left behind.We would like to help bring a human voice to the water sector by facilitating widespread implementation of an indicator that reveals how water access & use varies by gender, age, ethnicity & other socio-demographic characteristics. We can then tie this information to myriad health outcomes. This requires endorsement of the scales by WHO, UNICEF, & FAO.We have developed short (3 min), reliable, valid, and cross-country equivalent scales to measure experiences of water insecurity (www.hwise.org). This can be achieved through the responsible governance of water tenure.In July 2022, the FAO Committee for Agriculture gave FAO a mandate to initiate a “Global Dialogue on Water Tenure”, through an inclusive and consultative process that includes governments, civil society and other multistakeholder platforms, together in initiating the dialogue process. 1) How can we consider the true value of water, which goes further than a mere description of its utilitarian value based on cost-benefit analysis. The value of water is difficult to quantify because different audiences conceptualize and describe its values differently (the exchange rate to convert eg the ecological value to euros depends on the person/organization you ask).

The business case of new practices is always/in most cases compared to the business as usual scenario, with the main conclusion that the new practice is not competitive. However, such comparisons are not valid, as the comparison is made between practices that are situated at a different moment of upscaling and not all created values are considered. As a result, progress towards sustainable groundwater management is not adequately and accurately measured.There is scope for complementing existing indicators with groundwater-specific information, e.g. on the quantitative status of groundwater bodies or on groundwater-dependent ecosystems. The capacity of countries to collect groundwater monitoring data and to report on the state of their groundwater resources should be developed, e.g. with technical assistance or with the exchange of good practices. Topics to take into consideration: replacement needs of water utility infrastructure, importance of social responsibility and needs for solidarity. Asset management, strategic development has to be measured as key point, what asset management measures can be taken to ensure that the planning of the development and replacement of water utility infrastructure and thereby the fee structure is more balanced and more sustainable among the various urban settlements and settlement groups.
We need data, as well as social acceptance based on them, together with policy and political will! Before we engage in thinking and talking about abolishing the conceptual and practical limits of affordability and financing, we need to get a clear understanding of the costs related to the use of water resources, to water supply and to the protection of living waters, more specifically of capital costs and their (non)recovery in the first place.
HWA has a very significant database on Hungarian settlements where there is both water and wastewater utility infrastructure, within the Multipurpose Infrastructure Assessment Database (MIAD) software, that can be queried for structured economic data summarised by sector and object group, showing the annual replacement needs, which can then be used for further statistical evaluation. Moreover Mr Kovács’s doctoral dissertation there are important findings to accelerate progress in this area.

Many water projects are designed where water is distributed for free or below the actual cost to produce. This results in a skewed view of water's value. We must incentivize users to pay more of the cost for water while still ensuring universal access for most vulnerable through government social programs and other water payment schemes that do not reduce overall system sustainability. In addition, water and Ag experts are not usually together. More intentional collaboration needs to take place.
Professionalized WASH services are increasingly necessary to keep complex schemes functioning. We must iterate on models of professionalization and strengthen those that are successful. Domestic Regulatory bodies should be set up to ensure that profit schemes are not taking advantage of vulnerable consumers and that contractors are properly equipped. Water should also be included in electricity and communication programs as a global infrastructural good.
In each of the countries where World Vision works, we can push for clearer stances in country water policies on how WASH should work across sectors. Government should also be required to set a stance on approved ways to manage water that results in sustainable overall systems.

Governments must improve legal measures to protect water through ending pollution at the source, e.g. from industrial and extractive activities, transport, shipping, military & waste management, in line with the BRS, UNFCCC and Biodiversity Conventions and the 2030 Agenda.Private sector-the sustainable W&S transition saves costs but the private sector needs to engage in moving to circular and decentralized technologies where organic wastewater streams are treated producing biogas and fertilizer.
Protection of water sources and sustainable wastewater management need to be added to Curriculum, wastewater engineers and municipal staff skilled in circular technologies, incentives provided for young persons in particular women to choose skill trainings in this sector, the Sustainable Sanitation Alliance(SuSanA), the UNEP Global Wastewater Initiative (GW²I) and WASH Network (all of which WECF is a member) brings together all relevant expertise.
WECF and partners have demonstrated various circular wastewater technologies in different settings, for individual households, public buildings and schools (50 school toilet buildings), that can be built, operated and maintained by local citizen-run operators, with a focus on women leadership. We are enriching the knowledge base on water for health, based on inter- and transdisciplinary research focused on societal issues and challenges in low- and middle-income countries. We also are strengthening capacities in the field of Water for Development through education and training of people working in the water sector.

Water is currently undervalued at a scale which leads to inefficiencies, underinvestment, and a lack of understanding around the risks the crisis poses. We can only address the global water crisis by valuing water appropriately and increasing transparency on water risks, opportunities and impacts of corporates and financial institutions´ (FIs) portfolio activities. CDP data demonstrate that water-related financial impacts for corporates are five times greater than the cost of response.
Measuring and disclosing risks, opportunities and impacts of economic activities is critical to support the transition to a water-resilient economy and to channel capital flow towards water security. Moreover, companies realign their strategies to global water goals, hence decoupling business and economic growth from unsustainable water use. Governments should mandate companies and FIs to report comprehensive metrics on water use, risk, impacts and responses.
CDP can contribute by running the most complete disclosure mechanism on corporate and financial sector water data, increasing their accountability on water impacts caused by their activities; making decision-ready data available to financial sector, governments and policy making to enable well informed decisions

Water for basic human needs to be safeguarded and valued when placed against other societal needs, which may sometimes be of higher tangible economic value, such as water for energy, food and agriculture. The provision of WASH services is a prerequisite for sustainable economic rural and urban Development. SDG 6.1 and 6,2 cannot be excluded from the Water for Development theme, they are the foundation upon which other components of development stand.
WASH needs to be recognised as a major contributing factor to economic development. Therefore ODA, climate finance, and private financing for WASH needs to increase manifold.

The different values of WASH – for people and communities – beyond its economic value need to be better recognised and integrated into policy and investment decisions at all levels.
We will advocate for increased, and more transparent financing by focusing on the governments, donors, and public and private financial organisations with the biggest potential development impact. We will work with expert agencies and civil society groups to track budgets, collect, analyse and publish data, and hold governments to account. We will use our own funds as a catalyst, bring in others who can help unlock financing.
Every dollar invested in water and sanitation brings a 4-fold return in health, economic, and educational outcomes. The legal framework protecting water ecosystems across the globe is inadequate. Better legal protections will safeguard clean, healthy water, support the water-energy-food nexus and help promote sustainable economic and urban development.
The creation of a crime of ecocide under the jurisdiction of the International Criminal Court would be transformative. It would create personal, criminal responsibility for key decision makers behind unlawful or wanton acts which cause widespread and severe or longterm damage to water ecosystems. As such it would create a strong deterrent to such acts.
Our organisation acts as a hub for a a network of international groups and NGOs campaigning for a new international crime of ecocide. We work at governmental, civil society and grassroots level to communicate, explain and amplify the benefits an ecocide law will bring for every element of our environment. To achieve this groundbreaking legal protection, we need to communicate and collaborate with political and civil society across a wide range of countries and areas of operation.

The most important challenges and shortcomings that hinder the progress in this area are indiscriminate disposal of waste, especially plastic waste, excavation and dredging of sandstone in riversides for construction that destroys irrigation dams, widens river flows, etc.; as well as logging and clearing of forests in the upstream areas which cause water sources to dry up.
The transformative actions that occurred are planting trees in the spring area by all stakeholders of society, making regulations for protecting springs such as in East Manggarai and Manggarai districts which is accompanied by enforcement of these rules, stops/limits the dredging of materials in riverside areas (by entrepreneurs)also needs to be planted with rainwater through underground reservoirs that will be used for watering plants.
The changes that we can contribute are by increasing the amount of water through planting trees in the springs, caring for the springs and stopping deforestation in the upstream area of ​​the river and around the springs. This can be done in collaboration with assisted groups around rivers and springs, the government and the security forces to enforce the rules that have been made to protect water sources and rivers, as well as with NGOs who have the same concern.

The water is not only used for irrigation, and the needs of living things, but also as a source of renewable energy to drive the barsha pump for lifting the water to water the plant. this initiative name the Agriculture by 3G (go green, go clean and go organic) approach. This initiative has proven to enable farmers to harvest agricultural products in the dry season. This initiative was carried out by collaboration of JPIC SVD Ruteng with SL Consultan, assisted farmers and local government.

This edition circulates in .docx and .pdf format for validation within the "Partenariat Français pour l'Eau" and will circulate among other actors in the water domain met at the Dakar Global Water Forum after a session organized by UNESCO.

Salinisation is one of the biggest challenges for food production=SDG2. Estimates predict that salinisation will impact 50% of all arable land by 2050. Salt-affected soils occur naturally, for example in (semi)arid areas with limited precipitation. Along coastal regions and in deltas, salinity intrusion via tidal dynamics and sea level rise increasingly impacts agriculture. Besides crop growth, salinity threatens food security, biodiversity and livelihoods of millions of people around the world.
Responses to salinity depend on the local context and can range from mitigating (salinity intrusion prevention) to adaptive actions (e.g. salt-tolerant crops). To address the huge challenges, there is a need for: (1) Innovation (salt tolerant crops, new smart water-agri practices, feasible business models for farmers and value chain), (2) Evidence=data on what works in pilots and large scale / long term programs, (3) Capacity development of farmers and water managers, (4) Cross sectoral effort!
The SW&FS Partnership contributes to international exchange of knowledge and experience (in cooperation with e.g. INSAS and knowledge institutions), makes available expertise from the Netherlands, initiates and accelerates new initiatives in LMICs, ranging from pilots (proof of concept) to larger-scale projects. The latter - scaling - requires integration of salinity in agricultural transformation programs and therefore collaboration with investors (e.g. development banks) is needed.

The impacts that agricultural, food security and nutrition policies may have on water availability and vice versa. High population growth and rapid, often uncontrolled urbanization accentuate these challenges. There is a direct link between access to clean water and access to income. Access to safe sanitation and water contribute to greater equality between women and men. Improved water resource management could accelerate growth in some parts of the world.
States should create or ratify regional agreements on access to information and public participation; develop water-related risk management plans, adaptation plans and disaster response plans in crisis situations and strategies for access to WASH in at-risk areas, with an associated budget, in the relevant ministries and establish effective, accessible, disaggregated, and public data collection and monitoring systems
