| Open Data in Developing Countries: Research Sharing | 15/07/2014 | In 2013, the Web Foundation launched the “Open Data in Developing Countries” project. The goal? To learn key lessons from open data projects in developing countries and deepen understanding of how open data can be harnessed for change for citizens across the world. This afternoon seminar will hear from the case study parters in the ODDC network, sharing findings from year one of the project, and discussing how to turn research into action that improves open data initiatives worldwide. Registration required. | http://www.eventbrite.co.uk/e/open-data-in-developing-countries-research-sharing-tickets-11696922811 | Wikimedia Deutschland e.V., Tempelhofer Ufer 23-24, 10963 Berlin | 52.49843,13.38098
| Open Development Fringe Event | 18/07/2014 | This is an all day fringe event organised by the Open Development Working Group and kindly sponsored by Making All Voices Count. We will have a few set participatory sessions (no Powerpoints!) in addition to open space that will allow participants to explore important issues and relevant themes that have emerged over the course of sessions and discussions at OKFestival. | https://www.eventbrite.co.uk/e/open-development-okfestival-fringe-event-tickets-12088917277 | Wikimedia Deutschland e.V., Tempelhofer Ufer 23-24, 10963 Berlin | 52.49843,13.38098
| Open Data Innovators | 15/07/2014 | The Partnership for Open Data fosters sustainable open data ecosystems in developing countries and we are hosting an OKFestival fringe events to give our local partners the opportunity to present their challenges, activities and learnings. Earlier this year we run the first Impact Story Competition. During the event, winners will be awarded. We will also present the objectives of the Partnership for Open Data, what we do and how to participate. | http://www.eventbrite.co.uk/e/open-data-innovators-okfestival-fringe-event-tickets-12204551141?aff=eorg | Betahaus, Prinzessinnenstr. 19, 10969 berlin | 52.502608, 13.412217
| Tracking development in the open | 17/07/2014 | Over the last few years, an enormous amount of development data has begun to flow. Several different efforts have begun to show open development flows from and to different countries. However, significant challenges remain, including improving the quality of existing data, making the data more accessible and connecting official and grassroots data together. This session will include lightning talks showing five new platforms showing development data (most of which are open source and use open data), and then focus on discussing how to confront challenges based on experience of designing the existing platforms and using the data. The participants will be varied, including from Afghanistan, Nepal and the U.S. | http://sched.co/1jH0S2R | Kulturbrauerei, Parkhaus, Arnimkiez, Prenzlauer Berg, Pankow, Berlin, 10435, Deutschland, Europäische Union | 52.53927, 13.41374
| Power, politics, inclusion and voice | 16/07/2014 | This session will explore issues related to the intersection of the open movement with people, power and politics. Data, information, knowledge is created in a political environment where power dynamics dictate who is/is not included in the creation process. Unless we consider who is involved in knowledge construction we run the risk of simply entrenching existing power structures. If open data is dominated by data produced in the Global North what chance do we have in redressing the balance of power for an equitable world? At the same time, the political arena also offers opportunities to use data and information to deliver change, and challenges to doing so effectively. How can we use open data to positively influence politics and governance? And how can we avoid the pitfalls? The session will unpack these issues, focussing on the following: What do we mean by inclusion and diversity? How are different sources of knowledge valued? Are we empowering the powerful? What are the political threats to open initiatives, and how can we address them? What are the political levers we can use to deliver change? 7 | Opening Society in Challenging Contexts | 16/07/2014 | How can we ensure open government initiatives live up to their promise? The movement for more open, accountable governments is gaining momentum the world over. But too often, open government initiatives are deployed without careful designs that enable them to achieve their intended objectives. Drawing on Reboot’s extensive on-the-ground experience working on open government in sensitive or typically ‘closed’ contexts, this session will explore how to realize the principles of open government in practice. How to enable participation from hard-to-reach citizens? How to ensure governments actually respond to citizen input? How to move beyond trial to sustained adoption and engagement? How to look beyond the numbers to evaluate effectiveness and impact? With examples from building the world’s first national mobile voter registration system in Libya to implementing Africa’s first sub-national open data program in Nigeria to supporting open data innovation programs in Mexico, this session will explore these questions through discussion and exercises that allow participants to share and build upon their own experiences. | http://sched.co/T1mZeS | Kulturbrauerei, Parkhaus, Arnimkiez, Prenzlauer Berg, Pankow, Berlin, 10435, Deutschland, Europäische Union | 52.53927, 13.41374
| Defining and Designing Successful Data Journalism Initiatives in Developing Countries | 16/07/2014 | Data journalism has tremendous potential to drive transparency and uncover corruption in developing countries and many donors are funding data journalism as a means to good governance and transparency. But what does it take to grow a sustainable data community? Can we evaluate the most common strategies: conferences, boot camps, fellowships, hackathons and reporting grants and evaluate which have produced concrete data journalism that have had a social and policy impact? Did they lead to growth of the data communities needed to provide technical support to journalists? How do we measure things like engagement, policy impact and shifts in media culture in a traditional media environment where online analytics are of little use? What are the minimum data, technology, and media requirements for data journalism initiatives to be viable? Are we honest with donors about how much can be accomplished under different conditions? How the session will be structured Debate and discussion: I would like each participant to share one success and one failure in projects to foster data journalism in a developing country and how they measure success and failure. Then we will develop a list of essential elements for different types of interventions and come up with a list of best practices. | http://sched.co/TciVZg | Kulturbrauerei, Parkhaus, Arnimkiez, Prenzlauer Berg, Pankow, Berlin, 10435, Deutschland, Europäische Union | 52.53927, 13.41374
| Power, politics, inclusion and voice | 16/07/2014 | This session will explore issues related to the intersection of the open movement with people, power and politics. 10 | Humanitarian OpenStreetMap mapping workshop | 16/07/2014 | OpenStreetMap project is an open source, editable mapping project. It is about more than mapping streets. OpenStreetMap has also been used by humanitarian organisations in disaster response, such as after the 2010 Haiti earthquake. We will start the session with an overview of the types of mapping and tools for editing OpenStreetMap and coordinating humanitarian mapping. The main part of the session will be hands-on mapping. For example, currently (end of March 2014) there is a need for mapping of Guinea, to support MSF response to an Ebola outbreak there. We will use the Humanitarian OpenStreetMap Team (HOT) tasking manager, which divides a mapping task into smaller pieces that mappers can work on simultaneously. Mappers will digitize roads and other features from satellite imagery. In the end, attendees will have better knowledge of how OpenStreetMap works generally, how it can be used for humanitarian responses, and what the workflow is, and how to contribute. | http://sched.co/1kuEQ3B | Kulturbrauerei, Parkhaus, Arnimkiez, Prenzlauer Berg, Pankow, Berlin, 10435, Deutschland, Europäische Union | 52.53927, 13.41374
| An Exploration of Global Social and Economic Policy Data: Tools to Improve Well-being and Equity | 16/07/2014 | The session will be a data expedition into globally comparative data on social and economic policies affecting human health, development, well-being, and equity, covering hundreds of aspects of laws, policies, and constitutional rights in 193 countries. We will describe the approach WORLD Policy Analysis Center has taken to building the first and largest globally comparative policy databases. We will then explore the quantitative data sets developed by the WORLD Policy Analysis Center on work-family policies, child marriage, child labor, poverty reduction, education, and constitutional rights and equity protections to demonstrate how this data has been used by civil society to hold countries accountable for their actions and international commitments and identify the leaders and laggards. Finally, we will show how this data can be used by researchers to establish links between policies and outcomes in WHO, World Bank, and household surveys such as DHS and to give policymakers the tools they need to improve the lives of their citizens. 12 | Ground-up open data intermediaries – Who? Where? How? | 17/07/2014 | This session will look at the idea of open data intermediaries and infomediaries: exploring the issue from the ground up, rather than starting from data and tracing down. Drawing on work across four or more continents, the session will ask: Who are the intermediaries? What are their and our incentives and capacities etc? How can we make sure we have the right models for intermediaries in the right places? The session will offer rich insights into how open data could be put to use in different contexts across the globe, as well as exploring some of the challenges and barriers to data demand, access and use. This will be a participative workshop session - with opportunities to share your experience, and build a global conversation around appropriate intermediary action for open data. The session will be facilitated by members of the Exploring the Emerging Impacts of Open Data in Developing Countries (ODDC) research network. Network members, drawn from a wide range of backgrounds in academia, technology and social action, have spent the last year exploring use of open data in diverse contexts across the globe. 13 | The Problem with Participation | 17/07/2014 | In settings where vulnerable people live (both in the U.S. and developing world) and where non-profits organizations work are often socially, culturally, and economically distant from environments like the OKFestival where we (who are largely privileged) gather to discuss terms like "open" and "access." The Problem With Participation will explore how the term “open” brings with it three fundamental challenges for people who live and operate outside of the "open knowledge" bubble: capacity, resources (including time), and privacy. Sessions participants will discuss and explore ideas on how to make "open" more "accessible." | http://sched.co/1twWby7 | Kulturbrauerei, Parkhaus, Arnimkiez, Prenzlauer Berg, Pankow, Berlin, 10435, Deutschland, Europäische Union | 52.53927, 13.41374

| Transparent Cities - creating a shared framework for city governments to use data and technology to be more open, transparent and participatory | 16/07/2014 | This session will focus on the efforts of five city governments: Amsterdam, Rio, Chennai, Jakarta and Sao Paulo, that are moving towards more data-driven governance and openness. Each city government has to navigate their legal and institutional framework, political willingness and the capacity to be open. However, they must also consider the state of their data and the implications on the demand for open data, the choice of technology and its influence on democratising data creation and use, and the role of citizens and intermediaries in opening up a city. The session is unique as it allows for joint conversations among government officials from the four cities as well as groups that engage with them. The discussions will be situated in the intersection of data, technology and citizen participation, and will aim to develop a policy, advocacy and implementation road map for open cities that governments can adopt to respond to their local contexts. | http://sched.co/SkytcN | Kulturbrauerei, Parkhaus, Arnimkiez, Prenzlauer Berg, Pankow, Berlin, 10435, Deutschland, Europäische Union | 52.53927, 13.41374
