University of San Diego, Energy Policy Initiatives CenterEPIC is a university-based energy and climate policy center that has both an academic program and external facing research and analysis role. We do not advocate and as such are seen as a neutral and independent partner in the region. We were founded in 2005 and since then have been done significant work in the region and beyond. Below are a few highlights of our work in the region.
We have supported nearly all of the climate action plans in the region. In this role, we have completed the following: GHG inventories and projections, GHG reductions from policies and programs, implementation cost analysis, and benefit-cost analysis. Once adopted, we have supported implementation through policy and ordinance development, including building energy efficiency, electric vehicle charging infrastructure, building electrification, etc.
We also support regional GHG analysis for SANDAG, in support of their Regional Plan and EPA Climate Pollution Reduction Grant project to develop a Priority and Comprehensive Climate Action Plan.
We have deep expertise in energy law, policy, and regulation. We also have done lots of analysis of the energy impacts of rooftop solar (and NEM reform), electric rates, building energy efficiency and electrification, transportation energy requirements and the impact of electrification, etc. As part of this work we have developed a method to do hourly analysis of policies and projects to determine the time-based energy and climate impacts.
EPIC also pioneered Climate Equity Index analysis in our region - see City of SD and City of Chula Vista indexes. We are also part of the evaluation team for the TCC RICCE project led by SD Foundation and Environmental Health Coalition.
We are an original partner on the Southern CA Energy Innovation Network (SCEIN), a CEC-funded project led by Cleantech San Diego. Our role is to advice early stage energy companies to understand and navigate the regulatory and policy issues related to energy and energy technologies. This project serves all of Southern CA, except for LA City and County.
Most recently, in partnership with San Diego Regional Climate Collaborative, we launched the San Diego Regional Energy Academy. This is a free, three-day, intensive program to help raise the energy IQ of professionals working in or adjacent to energy and climate. The first cohort was in November 2024 and our second cohort is scheduled for March 2025.
