1.Teaming for Service Delivery: To provide a more comprehensive solution for the services, can teaming arrangements be formed as part of the proposal to request and deliver the services, or is subcontracting permitted after selecting the company for the requested services?Proposals with teaming arrangements and/or a prime contractor and subrecipient contractor are both allowed and will be considered. 2.Subrecipient Monitoring: In the Subrecipient Monitoring section of the Statement of Work (SOW), in addition to management support services during the award lifecycle, does it include or is it expected to include any operational services?Subrecipient monitoring includes monitoring, reporting, and regulatory compliance with respect to subrecipient's use of federal funds and regarding subrecipient's execution of project activities assigned to it.

3.Program Income: Is it expected that some Program Income will be generated? and How can it be related to the requested services in this RFP?It is possible that the project will generate program income. Grant services requested under this RFP include ensuring compliance with all regulations and terms and conditions of the award, including those that govern program related income.

6.Please clarify Bullet #1 from section 4 on page 14This bullet should read, "Development of a subrecipient monitoring plan." This RFP is requesting that the winning contractor create a plan for how it will monitor the subrecipient directly and indirectly through the recipient to ensure the relationship between recipient and subrecipient and all activities of the subrecipient are in compliance with all grant requirements.

7.Performance period specified is January 2024-Dec 2028; please clarify awarding and initiation schedule under the intended contract in order to determine team mobilization and 2024 fees. Page 15Barrio Eléctrico anticipates awarding this contract before the end of Q3, 2024. Services should begin shortly thereafter to establish the procedures, tools and personnel -- both those of the contractor and those of the recipient and subrecipient -- that will be instrumental in the compliance activities. Those procedures, tools, and personnel should be in place and active by early Q4 2024 in order to begin tracking project activities , including those initiated in late Q3 2024.
