Since 2016, there have been efforts both in Congress and in U.S. states to pass legislation framed as as being about fighting antisemitism, but that in practice (both impact and in many cases explicit intent) is about targeting non-violent protest, activism and criticism of Israel and/or Zionism, seeking to label it antisemitism and thereby delegitimize and quash it. Much of this legislation revolves around adopting/endorsing the "working" definition of antisemitism developed and promoted by the International Holocaust Remembrace Alliance.

The spreadsheets below track this legislation at both the Federal and State levels.

NOTE: On 12/11/19, President Donald Trump signed an Executive Order making it U.S. policy to use the IHRA definition of antisemitism (including its illustrative examples) as the basis for defining what constitutes antisemitism on U.S. campuses, to be actively enforced in all ways via authorities grounded in Title VI (i.e., authorities that can be used against all institutions that receive federal funding). As of this writing, that EO remains in force.
