Recent flood maps have put much of Dorchester in the flood plain and this was the location of major flooding in 2008. The Waterloo Creek is a flash flood issue with heavy rains and this location would provide the quickest notification of rising waters that effect this area. Waterloo Creek has a stream gauge, but is further downstream and very close to the Upper Iowa River and may not provide timely notice for the Dorchester area.

The creek is quick to rise due to heavy rains and the terrain and there is currenlty no way to determine creek depth and when to close the campground due to rising waters. This shortly joins with Paint Creek and there are several campgrounds along the Paint Creek when they meet.

The New Sharon water system which provides drinking water to approximately 1,287 individuals, is located adjacent to this basin. In 2011, New Sharon lost its ability to pump or clean water due to flooding of the facility. Emergency ESF's were activated for a week in response to this loss. There have been other years where it has come very close, including this year. Unfortunately, with no monitoring, we have no way to develop response levels of when actions should be taken. As it stands right now, when the water is at the door is when we know something needs to be done.

The current USGS gauge at Bussey is beneficial for us, but us too far down stream, as much of the flooding impact has already occured prior to flows reaching that gauge. The new gauge will allow us advanced notification for the North Cedar branch once correlation to the Bussey gauge. We are curretly doing a similar correlation to the IFC gauge on the South Cedar Creek branch in Monroe County [ID: CDRCR01 (IFC)]. As with the South Cedar Creek guage previously mention, the proposed North Cedar gauge would also assist in flow and stream infromation for the South Central Iowa Cedar Creek Watershed Managment Authority. We are currently gathering stream information and confirming modeling done in the IFC hydrology study that was recently completed.

This location would be the bridge over the Little Rock tributary. The location is a bridge on 260th Street, 1.6 miles east of Doon. The stream affects the city of Rock Valley, which has suffered major floods in 2014 and 2018. The river gauge in Rock Rapids on the Rock River does not capture all of the flow that affects Rock Valley. Being able to determine how much water is coming down the Little Rock from Doon would be a huge planning benefit.

General improved flood monitoring by EMA and community members would improve response abilities, and community reassurance in having resources on hand.
