The intersection of Broadway St. at La Porte Freeway WB already operates at LOS F (90.5 sec delay). Heavy industrial/port traffic—semis, tankers, and refinery haulers—dominates this corridor 24/7. The pedestrian bridge is not optional: it is the single most critical project element. No at-grade crossing scenario is acceptable given current and projected truck volumes. All design decisions must be subordinate to resolving this constraint first.

The highlighted scope areas (from Scope_Areas.pdf) include: Community Center (#1), Entry Gateway (#3), Overlook Plaza / Gazebo 2 (#4), Spray Pad & Picnic (#10), Play & Gathering (#11), Bridge Berm (#12), Parking Lot (#13), Signage (#16), Public Art Infrastructure (#19), Traffic Improvements (#21). Items struck through (Sport Courts, Flexible Lawn, Shade Grove, etc.) are non-scope for study/30% design but must meet City of Houston code and receive landscape treatment TBD at 30% phase.

The Clark Condon Master Plan cost estimate is dated September 2022. This document escalates those figures to March 2026 using: (1) ENR Construction Cost Index Houston-area compounded growth ~28% (2022–2026); (2) 6% rule-of-thumb per year for CMT (Construction Management & Testing); and (3) 6% per year for CPS (Civil/Permitting/Special Studies). All values are Opinions of Probable Cost only.
