Luxury PolicyBThe AI will vote for the luxury they don't own that has the highest amount of extra copies in the game. MultipleUse the Global Resource Report screen to see which luxury has more copies, it will be at the bottom of the list. Anyone who doesn't own it will vote for that luxury, the leaders that own it will vote for the next on the list that they don't own. Consider how much favors each leader has. The luxury at the bottom of the list is the safest bet but depending on how much Civs own it, how much favors they have and if they all end up voting on the same luxury, the next luxury might be a better bet or both luxuries might have equal chance. Pay attention to how many of each luxury is on the list though, because luxuries with the same amount of copies can make this a bit more tricky. If the luxury at the bottom of the list has 6 copies, for example, but there’s other two that also has 6 copies and the AI doesn’t own any of them, the AI might vote on any of these luxuries. 1 vote is enough to win in most cases, but you need to be careful if you run into a case where two luxuries have equal chance, then you should invest more votes to tip the scale.Click to see an example of the AI behavior on this resolution

Mercenary CompaniesBBias towards Production. It's unlikely but not impossible that another option win without player interference.MultipleProduction is the safest bet and you can usually win with 1 vote, but not every leader will vote for it and it isn't impossible to be surprised by a "change of mind" from the AI. The AI giving multiple votes increase the risk even more, so give more votes, at least 3, more if you have the favors.

Military AdvisoryAIt seems based on the type of units tha the AI own, so theoretically you could do a guess based on the units you see on the map. Melee units seems to be a favorite, but it's far from a guaranteed winner.SingleAs is the case with any single vote resolution, you can guarantee that the option you choose will win by giving as much votes as there's Civs in the game. If you can't spend that much favors, it's likely that at least some leaders will vote for melee, so that's a good option to improve your odds. I recommend giving at least enough votes to cover for half the Civs in the game, below that is a quite risky bet.

PatronageBThe AI will vote for the Great People type that has the highest amount of points per turn being generated by a single leader.MultipleThere’s no discernible pattern to this resolution. My theory on this already proved wrong since I wrote it, reason why I deleted it. The best way to win this is to go all in, use all the favors you have left after you vote on the other resolution, then pray you chose one that other AIs chose too. Usually the AIs aren’t unanimous on their vote, with it being fairly spread among some great people, so there’s a good chance that you’ll be helped by a few AIs and beat the most voted option among AIs, in case you don’t vote for it yourself. Out of 13 times I registered this resolution, writer, artist, admiral and merchant won twice, engineer once and general four times, but two were on the same game, so I can’t safely say that generals are more likely to be chosen. Some people have been saying that if you get this resolution while there are still great prophets to be recruited, the AI will ban Great Prophets, but that never happened to me, so I can’t confirm it. There’s no guarantee that the same great people will win again, if this resolution shows up twice in the same game, but it's still your best bet, since some AIs might still vote for it. Spare no expense, just go all in.

Public RelationsAI still didn't find a specific pattern, but usually the result is quite diverse, with multiple leaders being votedSingleAgain, as is the case with any single vote resolution, you can guarantee that the option you choose will win by giving as much votes as there's Civs in the game. That is overkill in this resolution since the AI usually spread its vote among several leaders. It's highly unlikely that all leaders will vote for the same target. Giving enough votes to cover for half the Civs in the game will suffice, but you're likely to win with even less, in case you're really short on favors.

Public Works ProgramBThe AI either vote for the current project of the leader that is the most advanced in the Scientific victory, or for the Manhattan ProjectMultipleBoth the current project of the leader that is the most advanced in the Scientific victory and the Manhattan Project are safe bets. This is a good opportunity to slow down any AI who is progressing in the scientific victory, so voting against them might be a better option. Since both projects have equal chances of being the most voted by the AI, you need to invest votes of your own to tip the scale, so don't spare favors. This is a late game resolution, at this point you should be swimming on the stuff.

SovereigntyAI still didn't find a specific pattern. It seemed that the AI has a bias towards Trade CS, but I got recked more than once while voting for trade CS.SingleSingle vote resolution, so you can guarantee that the option you choose will win by giving as much votes as there's Civs in the game. Whatever parameter the AI uses to chose a CS type, they get a pretty strong bias towards it, so most leaders will vote for the same CS type. That means it's really risky to give less votes than the amount necessary to guarantee a win. If you can't cover for all Civs that are in the game, invest as much votes as you can and pray to whatever god you believe in.

Trade PolicyAThe AI has a bias towards Allies and against denounced leaders. I still didn't figure out how the AI choose between multiple allies, if it has more than one. The AI is more likely to vote for allies (option A), than denounced leaders (option B), but you still get some B voters.MultipleIt's common for the player to be the only Leader that has all 5 alliances, so the safesty bet is to vote for yourself, unless you get a game where the AI is doing more alliances than usual or you're not making alliances yourself, then you need to see who is allied to who. Any leader who has only one ally will vote for that ally if they choose A, and they are likely to choose A. You can win with one vote but as it's the case with all multiple resolutions, there's a risk. I recommending giving at least 3 votes, more if you can spare.

Urban Development TreatyAThe AI has a bias towards City center, but that bias seems to get weaker as the game progresses.SingleSingle vote resolution, so you can guarantee that the option you choose will win by giving as much votes as there's Civs in the game. City Center is a safe bet more often than not, but you might be surprised by a low amount of votes on it. Covering for half the Civs that are in the game will often be more than enough but it isn't without risks. If you have the favors to spare, it's better to guarantee a win. Voting for City center might be safer in early game and a bad bet in late game, but I still not sure of this.

I still didn't find a pattern for non-founders, but it seems to be based on the religion they wantSingleThis single vote resolution is cheaper to get a guaranteed win. You just need to give enough votes to cover for the worse case scenario, where all non-founders vote for the same religion, so you need to give 2 votes + number of non-founders if you vote for your own religion (on a huge map with 12 Civs, that would be 7), 1 vote + number of non-founders if you vote for someone elses religion. Less than that and you're taking a risk.

Special Mention: Diplomatic Victory VoteBThe AI will mass vote against whoever have more Diplo points, AKA you.MultipleThis was written before the New Frontier Pass, which did some changes to the Diplo Victory. I'll update it later. For now, don't trust this brindly and familiarize yourself with the NFP changes. This resolution will show up on the first post-modern congress. When it does, vote B targetting yourself, this way you can even out the congress (win 2 points on normal resolution, 1 voting against yourself, then lose 3). Depending on the amount of Civs, option A is virtually unwinnable the first time this resolution shows up. If you even out the congress while you have 18 or 19 diplo points, you win on the spot, since the game will first add the points you won, trigger the diplo victory, and only then subtract the points you lost, by which point it won't matter, so evening out the congress with 18 or 19 points is how you win a Diplo victory. Since the AI will spend all its favors on the first post-modern congress voting against you, that means that it won't have a lot of favors on the second post-modern congress, if you don't win the game before that, making it possible to vote on option A and win. Take some time to count how much votes the AI can buy with the favors they got, and you might find out that you can buy more favors than them. If that's the case, vote for A. If one of the normal resolutions is a multiple votes resolution, the AI will invest favors there too, so you can count with them wasting 10-30 favors on the multiple votes resolution. Do the math before risking an option A vote or you gonna be taking a huge risk, and only do that if you get this far with less than 18 points, otherwise you just don't need to win the diplo vote and you can vote B targeting yourself to even out the congress.

** In these strategies, I assume that you already met every leader in the game. If you didn't meet everyone, figuring out how the AI will vote can become a real guess work since you don't have all the information you need. It can even become impossible to win because you can't target the winning target nor you have enough favors to outvote the AI. For example, on a Luxury Policy resolution, if you didn't reveal every luxury in the game you might just not have the luxury with most copies on your list. Exploration is extremely important for diplo victories, be sure to find everyone ASAP so you don't lose on early resolutions.
