This sheet attempts to catogiorize the legal defintion of a bicycle in a states transportation or vehicle code

There are a lot of problems out there in the existing code that need to be addressed as things are modernized to more accomidate the reality of the transportation ecosystem of 2021

"Two Tandem Wheels" Some states have a definition that specifically defines a bicycle has having two (and only two) wheels, thus excluding recumbent trikes, quads, handcycles, etc

"Wheel size" Some states have a specific "wheel size" which can exclude some kinds of recumbents and folding bicycles which use smaller than traditional wheels

"Pedals" Some states clearly state or use the term pedal which excludes handcycles and possiblly other adaptive and paracycling equipment

"defined as vehicles" A lot of bike groups say something like this, but the state itself does not have a bicycle in the vehicular definition "Bicycles are defined as vehicles and generally have the same rights and responsibilities as motor vehicle drivers."

A bicycle is a device upon which any person may ride, propelled exclusively by human power through a belt, chain, or gears, and having one or more wheels. Persons riding bicycles are subject to the provisions of this code specified in Sections 21200 and 21200.5.
