I am for no fishing in the MPA . Fishermen are very good at finding the loopholes in the law. I believe you should be able to transit the area as long as all your fishing gear is stored away. Or only boats with a VMS should be allowed to transit the area.

Take action to protect fish spawning aggregations. No hunter on land purposely shoots pregnant deer. Let's do the same for our ocean. To lend aid to enforcement, prohibit trolling and prohibit possession of reef fish. The higher levels of the water column closer to the ocean's surface are often visited by several families of fish during courtship and spawning, making these fish susceptible to trolling. I have personally witnessed 2,000 groupers removed from a grouper hole in the Caribbean by three boats over a period of three days using hand lines.

Recreational reef fish poaching in these marine sanctuaries is out of control. I can attest that this is fact. I personally know many of those who are doing it and have heard from them that there are 6-7 boats illegally fishing on any given day. We spent many days in the Lumps preserve doing gag research with FWC last winter. Some of the red grouper we tagged and released were subsequently caught by poachers and turned in. MultiBeam sonar mapping in Steamboat Lumps is now available for sale via CMOR maps for recreational anglers plotter units. This actually kickstarted the problem and the company has thus far refused to stop selling it. They actually said "explore Steamboat Lumps" in their marketing videos. Now that the word is out on the great grouper fishing to be found, The Lumps is being decimated and under current regs law enforcement has as very hard time stopping it. To achieve the stated conservation goals of these MPA the Council must now stop all fishing there. To allow anything is simply leaving the poachers a loophole. NO FISHING needs to be the rule HMS OR OTHERWISE. Any legal opportunity to come in there with a fishing pole is nothing more than a poaching loophole. As a lifelong charter capt I can assure you the Lumps is no legitimate HMS fishing spot. The reality is this: if you want to truly preserve some old male spawning gags, NO ONE IS ALLOWED IN THE SANCTUARIES PERIOD! No transit, no trolling, no nothing. Thats the only way enforcement will be allowed to properly police it.

You need to move these sites closer to land so that way people with a bay boat have access to it. It's not fair and not American you put fishing places to far for me to go. Also Remember George Floyd. RIP

Do not close the Maddison Swanson and Steamboat Lumps to all fishing. That is insane. How about properly training your enforcement officers. Maybe have them watch from a distance? Radar can tell you if a boat is trolling or not. Maybe restrict deep trolling. You have severely impacted the economics of the area by your overly restrictive Red Snapper regulations. The ecosystem is out of balance because of your knee jerk rules, there is an over abundance of Red Snapper in the region, and the fishery is open 1-2 months a year. We need real scientists with real world commom sense knowlege. Not somoen sitting in a cubicle crunching number from a spread sheet. I would love to discuss this with someone, as your not managing well.
