How to use:

1) Use domain tabs A–G to assess readiness for at-scale AV deployment on streets and freeways. Mark each item 1-3; see Summary Sheet for results.

2) For each item, assign a Maturity level: Not Implemented (1); Partially Implemented/Only as Needed (2); Fully Implemented/Institutionalized (3).

This checklist is primarily oriented to commercially operated AV fleets (robotaxi, delivery, shuttles) because these are the dominant near-term at-scale deployment models. Many items also apply to other modalities and privately owned automated vehicles operating in mixed traffic; adapt intake/permitting items as appropriate.

The checklist is intended as a planning and self-assessment tool, not as strict requirements, a compliance audit, or a pass-fail scoring mechanism. It is designed to help agencies identify readiness gaps, prioritize near-term actions, and support coordinated decision-making as AV activity evolves
