Not a policy, but sneakily managing quotas so that many patients who have already received approval to receive surgery via OHIP (after waiting two years to be approved) are having procedures cancelled as surgeons have "already reached quota". Pausing of changes to Smoke Free Ontario Act July 1, 2018
