Role of this Committee

The proposed role of this Sierra Club Oil Trains Committee is to expand the work that Delaware Riverkeepers et al have done and bring the message and warnings to the northwestern rail corridor. Roughly along the Schuylkill River between Valley Forge and Reading.

Strategy

Our strategy is to push the “Are we prepared for a derailment, explosion and fire in our area?” issue. Contact emergency management coordinators in the affected areas and find out if they have a plan. If so, is it good enough? If not, let’s get it done.

Current Plan

1. create a vetted fact sheet, presentation, website and flyer/handout

2. contact emergency management coordinators – ask if they are aware of the issue, do they have an emergency response plan that covers this?

3. focus on Limerick area – try to find an ally in a position of responsibility – somebody that feels something more needs to be done

4. attend township/city meetings, make presentation (with info about emergency response plans)

5. dialog with allied groups and stakeholders (see below)

Assuming that we find out that further planning and training is needed, we should find a way to make the rail and oil companies pay for that expense.

The Montgomery County Department of Public Safety will hold a press conference to discuss emergency preparedness in the event of a derailment involving trains carrying crude oil at Lewis Environmental, 155 Railroad Plaza in Royersford, April 17, at 2:30 p.m. In light of the increasing volume of crude transported by rail in the region and recent incidents of crude carrying tanker car derailments in the United States and Canada, agencies throughout Southeastern Pennsylvania have been implementing disaster response protocols. Earlier this month, the Delaware County Crude by Rail Committee, an organization made up of government officials, business people and first responders, held a drill to gauge the county’s readiness to handle a oil train disaster.
