SB 72 S03Transportation Governance and Funding RevisionsThis bill is a follow up to SB136 (2018) and addresses some policy and some technical issues, including making the allowable uses of location option sales taxes for transportation more flexible and consistent across the "quarters"; adjusting UTA and UDOT governance and nomination process; authorizing state transportation capital funds to be used for active transportation projects; establishing guidelines for the road usage charge program; and further describing TRZs. Here are a few of the key changes in the first substitute bill: Modifies process for nominations to UTA Board, requiring more nominations, more engagement from COGs, and a process for Governor to request additional nominations, while retaining the counties' primary role in making the nominations. Removes the requirement or "encouragement" to counties to form an advisory committee for the use of their share of the "4th quarter" local option transportation sales tax.
