I think it's only fitting that 8 is the frog suit. It is very much like the basegame powerups, and iirc either Redigit or the SMBX dev team were going to make powerup-8 be the frog suit but it ended up not happening.

You should consider what games the powerups come from and their style -- it'd be best to group them together in the IDs

But really, Ice power should be able to make temporary ice walking blocks on the surface of water. And while at it, toad and peach should have a charging mechanics when they do the alt hold (fire or ice all over the head) for it to charge and grow bigger

How about a gravity reversal mechanic. Similar to galaxy where you'd fly up & halfway through the apex the orientation would flip. It would make for some fun cave mechanics— or cloud zones or whatnot if everything rotated (except the landscape and enemies)
