1There is limited integration of gender-responsive planning and budgeting (GRPB) across PCA programs and projects, resulting in unequal participation of women and men in coconut development initiatives, inequitable access to project resources such as training, farm inputs, and decision-making opportunities, and minimal documentation of gender outcomes in project monitoring and evaluation. Moreover, women’s access to agricultural inputs (e.g., coconut seedlings and fertilizers) remains limited due to the prioritization of NCFRS and OPFRS-registered farmers—most of whom are male—thereby excluding many unregistered women farmers who are actively engaged in coconut farming activities.The gender issue stems from the limited integration of gender-responsive planning and budgeting (GRPB) in PCA programs and the absence of clear guidelines recognizing women farmers as beneficiaries. Prioritization of NCFRS and OPFRS-registered farmers—mostly male—restricts women’s access to resources. The lack of sex-disaggregated data and gender indicators, along with traditional norms linking farm ownership to men, further limits women’s participation in coconut programs.To strengthen the integration of gender-responsive planning and budgeting (GRPB) in PCA programs to ensure women’s equitable participation, access to resources, and inclusion in project planning, implementation, and monitoring.MCPP

2Both men and women employees, including GFPS members, have limited knowledge and skills on GAD concepts, mandates, tools, and processes. The lack of systematic and continuous GAD capacity development for all personnel leads to several institutional failures. These include the underutilization of the GAD Database, the non-use of Harmonized GAD Guidelines, the absence of a clear Sexual Harassment Policy, and the low gender-responsiveness of all Programs, Projects, and Activities (PPAs). These deficiencies result from an inadequate appreciation and understanding of the importance of gender mainstreaming, which is a direct consequence of insufficient training and awareness-raising.To strengthen the gender mainstreaming capacity of GFPS members and project implementers through enhanced knowledge and skills in gender analysis, application of the Harmonized Gender and Development Guidelines (HGDG), utilization of the G-FAST online system, and use of the Gender Mainstreaming Evaluation Framework (GMEF), in partnership with BPSU under the initiative “Moving Beyond Tokenism for Sustainability: GAD Partnership Program between BPSU and PCA Regions III & MIMAROPA”, to ensure the gender-responsiveness of agency programs, projects, and activities (PPAs).Program/ Project Development and ImplementationConduct of Gender Analysis and Harmonized Gender and Development Guidelines (HGDG) Training for GFPS members and project implementersAt least one (1) batch of GFPS of 10 men and 8 women members and 10 men and 7 women implementers trained on Gender Analysis and HGDG216,700.00GAAGFPS, Administrative Unit
