Using the two ISO6523 sources in this directory (plus https://docs.peppol.eu/poacc/billing/3.0/codelist/ICD/), I'm ascertaining the quality of the org identifer schemes and cross-referencing with org-id where necessary.

Up to ICD 0080, most of the entries are motivated by network communications (OSI) requirements, under ISO/IEC 8348. Thereafter, the telecommunications field continues to drive entries, with entries concerned with ATM End System Addresses and Object IDs (OIDs) - ISO 8824/8825.

From ICD 0080, many of the entries mention EDIRA compliance. EDI stands/stood for Electronic Data Interchange. "The goal of EDIRA I was to provide an unambiguous identification of EDI Registration Authorities as well as mechanisms for the operation of reliable registration services. This resulted in a Memorandum Of Understanding (MOU) among the participants. EDIRA II resulted in the setting up of an EDI steering comittee to ensure the management of an EDIRA infrastructure in Europe" (http://research.cs.ncl.ac.uk/cabernet/www.laas.research.ec.org/esp-syn/text/s-82083.html). Registration authorities for EDI identifiers seem mainly to be Chambers of Commerce, as key players in international trade with their own internal identifiers for members. Codes from ICD 0190 onwards are not in the ICD-list.pdf available online. However they are mentioned elsewhere but without the complete set of metadata. The best source of information I could find for them was at https://docs.peppol.eu/poacc/billing/3.0/codelist/ICD/. I've done my best with the information provided there.
