TAB 1 includes an introduction to the project, the records request, and a User's Manual for TAB 2.

TAB 2 is a spreadsheet detailing what machines the county uses, costs associated with the request and how much was paid, and how the county responded to each of the ten items in our records request. Each county name has a hyperlink to that county's folder in the Dropbox where the records received are stored.

INTRODUCTION

This data collection process was undertaken by the Florida Circle of Scrutineers (https://www.scrutineerscommunity.org). It began in November 2020 and was wrapped up in July 2021. We contacted all 67 Florida counties to see what information we would be successful in collecting. An initial request went out November 2 (items 1-6) and a second, revised request went out on November 4, adding items 7-10. That caused some confusion for a couple counties that at first responded only about items 1-6. In the end, we were able to collect a large repository of data which have been stored in a Dropbox.

This project also gave us information about how differently the various counties respond to public records requests. We did not always get what we asked for; sometimes we got things but not what we thought we were asking for; and sometimes a county said they were providing things that were not received. In several cases, we sent instructions for creating digital copies of poll tapes from the ES&S DS200 machine. We also sent instructions for saving ES&S ballot images and cast vote records spreadsheet (courtesy of Ray Lutz at Citizens Oversight Projects).

Despite our efforts to be very precise in the language of our request, some counties asked for examples of the records requested (especially items 7, 8, and 10). Our language favored documents available from ES&S machines. Many of the 18 Florida counties that use Dominion machines gave their best efforts to finding equivalent Dominion documents. Dominon counties often supplied a Statement of Votes Cast for either the EL30A (item #9) or for high-speed results tapes (item #4).

We learned in many cases how the counties interpret the laws around what election data should be made available to the public. When cited, this information is included in some of the TAB 2 entries as well as in a copy of the county's response in Dropbox.

ITEMS REQUESTED, ALL FOR THE NOVEMBER 3 GENERAL ELECTION:

1. Digital copies of all test ballot images from Logic and Accuracy Tests for the November 3 General Election.

2. Digital copies of all poll tapes (results tapes) for each and every scanner and ballot-marking device used for precinct voting on Election Day for the November 3 General Election.

3. Digital copies of all early-voting results tapes for each and every scanner and ballot-marking device used for early voting for the November 3 General Election;

4. Digital copies of the results reports from the high-speed scanners for vote-by-mail if your county has these scanners for the November 3 General Election;

The county name hyperlinks in Column A are for the Dropbox for that county's Public Records Request (PRR) folder. All information in the Dropbox should be available for download. Because of the size of some of the uploads from various counties, some Dropbox folders have both zipped and unzipped records. Many required extraction. We decided not to delete anything received from a county so many county folders with zipped and extracted files may have duplicate records. Toggling between the Dropbox folder and the TAB 2 spreadsheet notes per item should clarify things.

For the most part, we have kept file names in the Dropbox as they were labeled by the counties. Sometimes the county clearly labled the item number they associated with each record. (We LOVE those counties!) In some cases, when the county had not done that and there were what looked like random records in a long list, we made some efforts to create a folder (e.g., ALL ballot images or ballots from all precincts were received separately) and/or add item numbers.

Also included in each county's Dropbox folder is one or more PDF copies of the county's response to our request as our communication unfolded. These are titled "PRR Response - [county name]." In some cases, the county sent an itemized response to each request and the associated cost. In other cases, we have made PDF copies of the email discussions that consituted the county's response. (NOTE that when these PDFs are of email chains, they read from most recent to oldest.) In a few cases, we never did get itemized information. Again, toggling between the information in the Dropbox and on the spreadsheet should help you follow the process of request and response(s).

A missing item does not necessarily mean the county was uncooperative. A variety of circumstances extended the collection period and due to our limitations, we were not always able to follow-up with every county. We realize in some cases that may have been what the county was hoping for, but it was also the case that a newly elected SOE in some counties meant our request was not received or delayed. We also believe that in some cases our requests were auto-sent to spam and it took some time to get that situation recitified.

"Not received" means the county indicated they had the document either free-of-charge or within the cost estimate that we paid for but never supplied the document. In the case of Dominion counties, they did not always know what an item was. ES&S counties did not always recognize a difference between 5b and 5c. See PRR Response pdf in the county's folder.

"No response" indicates that that line item was not addressed in the PRR Response from the county. Counties sometimes lumped all of item 5 together and did not address each line item.

"Response unclear" may mean that we suspect a typo in the county response. For instance, Monroe County's response says "we do" use high-speed scanners and we think that should be "we don't"
