Review the "target field sizes" page for the IAAF limit on places. Then read down the "Total field" to see the earliest point at which the IAAF

can draw the rankings qualifying line to fill the places, assuming highly placed athletes have the qualifying time as well as a good ranking position.

"National pool" shows how many athletes in that nation could be in the pool of selectable athletes if the rankings cut off were made at that point.
