Libraries - As introduced, revises provisions governing participation in the state's regional library program. - Amends TCA Title 10, Chapter 3 and Title 10, Chapter 5.
Increase State Expenditures - $362,000
Generally, present law authorizes two or more counties that have qualified for participation in the state's multi-county regional library program, have been recognized as a region by the secretary of state, and have made the minimum local appropriation of funds that may be required by the secretary of state to create a regional library board to assist the secretary of state, acting through the division of public libraries and archives, in administering and controlling the regional library services within the region. A city in a county not participating in a region can, with approval by the secretary of state, join the state regional system as related to state purchasing contracts.
This bill renames "the state's multi-county regional library program" as "the state's regional library program" and specifies that any incorporated city or town that has qualified for participation in the state's regional library program and has been so recognized by the secretary of state and has made the minimum local appropriation of funds that may be required by the secretary of state may execute contracts with the state library and archives to participate in the state's regional library program.
For purposes of the secretary of state taking necessary actions for the implementation of this bill, this bill would take effect upon becoming a law, and for all other purposes, this bill would take effect on January 1, 2014.
