22	Davel Project	Bought by Scinta from South32. Local coal miner Scinta South Africa will buy diversified miner South32’s 400-million-tonne Davel mining right, in Mpumalanga, for R187-million. As part of the transaction, Scinta has also acquired the Ermelo Mines’ infrastructure, railway loop and discard dump. Certain historical liabilities related to the assets being acquired, have been assumed by Scinta as part of the agreed purchase price. The Davel right holds export and Eskom grade coal, with an anticipated yield in excess of 80%. Once in production, the mine will benefit from the existing rail and handling infrastructure at Ermelo Mines, which will allow Scinta to produce at a significantly reduced all-in cost of production. It is expected that Scinta will sustain a life-of-mine of over 50 years, during which time it is expected to produce at least five-million tonnes of saleable product a year. 58	Zonnebloem	XSA currently holds a mining right for the Zonnebloem Site Ref: MP 30/5/1/1/4/181 under the Mineral and Petroleum Resources Development Act 28 of 2002 (MPRDA). This right was obtained after submission and approval by the Department of Mineral Resources (DMR) of an Environmental Impact Assessment (EIA) and Environmental Management Program (EMP) in 2009/2010. Since the 2010 submission, XSA has made further changes to the mine plan and infrastructure layout. It is thus necessary to amend the EMP. Golder Associates Africa (Pty) Ltd (Golder) has been appointed by XSA to carry out an EIA as required by the National Environmental Management Act 107 of 1998 (NEMA), Waste Management Licence Application, under the requirements of the National Environmental Management Waste Act 59 of 2008 (NEMWA), and amendment of the environmental management program as required by the MPRDA. Golder is an independent environmental consultancy with no vested interest in the project or XSA. 1.2 Permitting to date In January 2009, the DMR accepted the application for a Mining Right for the proposed Zonnebloem Coal Mine, in terms of Section 22 of the MPRDA.
