The application clearly provides one current community condition that is addressed by the scope of the proposed project.Over the past 5 years, three program directors, one CFO, one Controller, and one assistant manager with years of experience in operations have retired leaving a dispartiy in the instutional memory. In addition the reality of Covid-19 and how it has impacted operations, has raised out level of awarness to what could happen to our experienced decision making team.The AI/AN population in Los Angeles and Orange County experiences significant unemployment instability, with unemployment rates at least 2% higher than the general population, resulting in significantly higher rates of poverty, homelessness, and housing instability among UAII clients than the general population.Our survey information and prevous research documents cleearly show the decline of fluency in Hopi language, with only 20% now saying they are fluent.There are fewer than 100 fluent of the Ute Mountain Ute dialect of Ute, a complete Ute Mountain Ute dialect dictionary, and Ute language classes offered through the Ute Mountain Ute Head Start program.low numbers of teachers with knowledge, skills and credentials (Class VII cert.) to provide quality language instruction - preK-14Create internal business group to assess capitol projects, create or review proformas, analyze RIO on investments.

The application effectively provides baseline information about the project's current community condition.The Hopi Tribe has esetablished a Hopi language sub-committee for school district transition. Hopitutuqaiki has established a committee to guide the development of a Hopi language program. Hopitutuqaiki has held a Hopi language preschool for 10 years. Research continues to show serious Hopi language erosion.

4. The application clearly demonstrates that the project goal specifically relates to the purpose of the NOFO as described in Section I. Program Description, SEDS Program Purpose.The project will increase the number of children able to speak and understand the Hopi language while encouraging a family environment that supports Hopi language use at home.

5. The application sufficiently identifies one to three objectives that effectively describes a measurable achievement with all components of TTIP (Target, Timeline, Indicator, and Population). No more than three objectives are included in the application.Objective 1-(TTIP) by the end of the first year identify critical services for physical safety, security and cyber Objective 2 (TTIP) by the end of the second year identify positions that will be responsible for each element. Ojjective 3. (TTIP)by the end of the third year put in place a plan for internships/work sharing.By the 12th month, 3 elders will have created 24 months worth of language learning so that an intersgenerational afterschool program, Monday-Friday 4-6pm, can begin. By the culmination of 24 months and six 6 month program cycles, 75% of participants will be placed in jobs or seeking employment.By month 36, 25 children will have increased their Hopi language fluency by 3 levels. Successful job placements among AI/AN clients will increase by 10 per month within one year of grant activity initiation.By the 36th month, Ute youth (10-18 years) will have improved their Ute language proficiency by three proficiency levels.In 36 months the number of language lesson plans will be created from 0-280 for 4 teachers and 50 students
