1. Melbourne's busiest PT modes (Metro train & Metro tram) have been in a service per capita recession with population growth generally outstripping service levels

2. This sluggish growth is despite Metro trains and trams being the busiest public transport modes in Victoria. Trains provide a network backbone while trams serve fast densifying inner city areas.
