About the COE’s CSU and UC Baccalaureate Program Tool:

This CSU and UC Baccalaureate Program Tool (CSU/UC Tool) was created by the Orange County Center of Excellence for Labor Market Research (COE) and intended for use by California Community College stakeholders as they develop potential community college-issued baccalaureate degree programs per Assembly Bill 927 which amended Education Code Section 78042 to allow the expansion of the community college baccalaureate pilot.

The pertinent revised Ed Code Section 78042 (d) (1-3) states:

(d) A district’s baccalaureate degree program shall be subject to the following limitations:

(1) A district shall identify and document unmet workforce needs in the subject area of the baccalaureate degree to be offered and offer a baccalaureate degree at a campus in a subject area with unmet workforce needs in the local community or region of the district.

(2) A baccalaureate degree program shall not offer a baccalaureate degree program or program curricula already offered by the California State University or the University of California.

(3) A district shall have the expertise, resources, and student interest to offer a quality baccalaureate degree in the chosen field of study.

This CSU/UC Tool includes all available data on current California State University (CSU) and University of California (UC) baccalaureate degree programs organized by Classification of Instructional (CIP) code throughout the state.

Data Considerations

The CSU and UC Baccalaureate Program Tool identifies the current baccalaureate programs offered at CSU and UC. However, it does not include program curricula (i.e. courses) offered in each program. AB 927 states that community college baccalaureate degree programs cannot offer program curricula offered by CSU or UC. Community colleges will have to do further investigating to determine if a CSU or UC offers similar program curricula.

Therefore, after you use the CSU/UC Tool, you will need to use an internet browser to search the university-specific courses for the programs that show up in the tool in order to determine whether or not curriculum is being offered for your proposed baccalaureate program.

For example, though no CSU or UC offers a Forensic Accounting program, a community college could not offer a Forensic Accounting baccalaureate degree because at least three CSUs offer Forensic Accounting as an elective course within their existing accounting programs: CSU East Bay, CSU Fullerton, and CSU Los Angeles.

The TOP-CIP Crosswalk can be used to identify the CIP code(s) that correspond to your potential program’s TOP code. You can scroll through the lists, use the blue slicers to the right of the actual list of TOP codes and CIP codes, or use the filters at the top of each column. If you use the slicers to click on your TOP code, the table will then automatically update and you will see the related CIP codes. Refer to the Tool Navigation Instructions below for step-by-step directions.

Slicers

Slicers are the colored groupings to the right of the actual list of CSU and UC baccalaureate degrees (Column A). The CSU/UC Tool includes 8 slicers:

·         Blue Group (Degree/Program Name): Major CIP with Title, Campus Specific Major Title, and Campus Concentration Title

·         Orange Group (University Type/Name): CSU or UC and Campus

· Purple Group (Location): Region, Econ Subregion, and County

Slicer Navigation Instructions:

1.       Choose which slicer you would like to use. Then simply use the corresponding scrolling bar to the right of the slicer to either click on the up and down navigation arrows to move one row at a time OR click and hold the grey, rectangular slider to quickly scroll through the list.

2.       To make your selection you may either:

a.       DOUBLE-click on a single row and the CSU/UC table will update accordingly.

b.       Multi-row selection – you can also make more than one selection by holding the “Ctrl” key and SINGLE-click on each row you would like to see. DOUBLE-click on your LAST option and the CSU/UC table will update accordingly.

c.       To CLEAR ALL selections for a slicer, simply single-click on the picture of the funnel with a red “X” on it at the top of your slicer (circled in red below). This will also reset the CSU/UC table.

Filter

There is a single filter in the CSU/UC Tool. It is located on the far-right side of the table’s header (Row 2, Column A). The filter tool includes a type-in search option and sort options.

Filter Navigation Instructions:

1.       Single-click on the picture of the funnel with the down arrow to its left on the far-right of Row 2, Column A. A menu will then pop out (note that if you click anywhere else in the table or on another file on your computer, the pop-up will disappear and you’ll have to re-select.)

2.       Select the field you would like to search using the “Select field” down arrow at the top of the menu. To search by CIP code, select “Major CIP with Title” and to search by major, select “Campus Specific Major Title”.

3.       Sort options are self-explanatory.

a.       Search Bar – as soon as you begin typing into the search bar, the window below will begin filtering to match what you type.

              i.      Make sure to pay attention to spelling and punctuation

b.       Search List – single-click on the empty box to the left of each selection. Once a selection is made, the box will turn black.

                i.      You may make as many selections as you want.

c.       Once all your selections have been made, single-click “OK”. The CSU/UC table will update accordingly
