1996Bill Browder forms company to invest in Russia
The Sergei Magnitsky Rule of Law Accountability Act came into being through the actions of Bill Browder, the CEO of Hermitage Capital Management. Hermitage Capital was formed in 1996 for the express purpose of investing in Russia. The firm benefited from the wave of privatization that occurred, ultimately becoming one of the largest foreign investors in Russia. 2005Browder blacklisted from Russia
In 2005, Browder was blacklisted by the Russian government. Browder was expelled from Russia by Putin – his Visa cancelled. This apparently occurred because Hermitage was supporting minority shareholder rights and interfering with flows of cash to corrupt officials. In 2007, Russian police seized computers and documents from Hermitage offices.

Bill Clinton met Canadian investor Frank Giustra in June 2005, during a fund-raiser at Mr. Giustra’s Vancouver home.
Frank Giustra owned UrAsia, a small – and newly formed – uranium company that was seeking to purchase lucrative uranium reserves in Kazakhstan.
Kazakhstan has about one-fifth of the world’s uranium reserves.

In February of 2007, Uranium One, a South African mining company, agreed to buy UrAsia for a staggering $3.1 billion. Uranium One paid $7.05 per share for Giustra’s UrAsia. Two years earlier UrAsia was trading at 10 cents per share.

2008Browder hires Russian Lawyer Magnitsky to help. Magnitsky killed in Russian prison
Browder hired a Russian lawyer, Sergei Magnitsky, to help him determine what was actually occurring. Magnitsky uncovered the misappropriation of $230 million in taxes paid by Hermitage Russian companies. For his efforts, Sergei Magnitsky was jailed by the Russian government in late 2008. Magnitsky would die in jail almost exactly one year later – of beatings suffered at the hands of prison guards.

Oct 2010FBI enough evidence to prove that Rosatom-connected officials were engaged in a global bribery
The FBI said in court documents and in interviews that by 2010 they had gathered enough evidence to prove that Rosatom-connected officials were engaged in a global bribery schedule that included kickbacks and money laundering. FBI officials said the investigation could have prevented the sale of Uranium One, which controlled 20 percent of U.S. uranium supply under U.S. law.

Browder petitioned Senators John McCain and Benjamin Cardin in 2010 – his actions ultimately resulting in passage of the Magnitsky Act. In essence, the Magnitsky Act denies Visas and freezes the assets of corrupt Russian officials who are involved in human rights abuses. It has proven to be a real problem for Russian officials – including Vladimir Putin. The Russian government would dearly love to see the Magnitsky Act repealed.

While the Magnitsky bill was being formulated, her State Department was asked by lawmakers to deny visas to the Russian officials who were implicated in the Magnitsky matter. Clinton’s State Department denied the request.

2011Clinton Admin approves Rosatom to sell commercial uranium to U.S. nuclear power plants
2011: The administration gave approval for Rosatom’s Tenex subsidiary to sell commercial uranium to U.S. nuclear power plants in a partnership with the United States Enrichment Corp. Before then, Tenex had been limited to selling U.S. nuclear power plants reprocessed uranium recovered from dismantled Soviet nuclear weapons under the 1990s Megatons to Megawatts peace program.
In addition to Telfer’s donations, between $1.3 million and $5.6 million in contributions came from multiple people with ties to Uranium One and/or UrAsia.
