Hopefully this can serve as a bit of an introduction into what the various columns mean and give some ideas into how it can be utilized.

There are 3 tabs at the bottom, #1: this "Introduction", #2: the full spreadsheet, and #3: how we use the spreadsheet at the Town of Stettler as an example.

If you want to punch in hypothetical numbers, sort differently, or only look at a subset, please click on "File"/"Download As" in the ribbon at the top and download the file. The cell shown on A10 will allow you to change the m³ per month for the whole spreadsheet.

This is my own work compiled by scanning bylaws etc. on municipal websites. Thus, no guarantees are given regarding the accuracy, but I sure try. Also, if you represent a municipality and can add your utility bylaws to your municipal website (or email Graham Scott at "dubling@gmail.com"), it would be most helpful.

I started keeping up this spreadsheet in 2012, and have kept it up, mostly in obscurity every year since. Feel free to use it for your nefarious (and otherwise) purposes.

Our local Town council originally wanted these numbers for comparison purposes to help establish rates, and I didn't stop until I'd visited every municipal website in the province to scan bylaws. It is thrilling stuff! I eventually had to give up trying to capture the complexity of rural hamlets. These will often vary amongst themselves even thought they are in the same County. I also couldn't take the time to include all the commercial rates, sorry! I now try to keep up with Alberta cities, towns and villages that have over 300 population or have a good website.

Please, download the data to adjust the volumes according to your needs and then (after downloading) delete any municipalities that you don't need for your comparisons

I would also love to see a map of regions of the province where prices vary. I suspect we would have an area in the south and north of the province that have very low rates for water usage (column F) each month.
