Identifying Title I Schools and the 1st and 5th Percentile Values

The process for identifying schools as part of federal accountability begins with the calculation of the ESSA School Index scores for public schools in Arkansas. A subset of the Title 1 schools is created from among all schools to determine the ESSA School Index Score values at the 1st percentile and 5th percentile.

A freeze of identification has been requested for 2025. This report will focus on the exit of schools. Thus, once these statistical landmarks are determined schools are evaluated for:

TSI-consistently underperforming subgroups.

ATSI-consistently underperforming schools identified during an identification year based on the ESSA Special Rule §1111(d)2(D). These Additional Targeted Support and Improvement schools are evaluated for whether they have met criteria in 2025 to be considered for exit in 2025.

CSI-the three categories of Comprehensive Support and Improvement schools are evaluated for whether they have met criteria in 2025 to be considered for exit in 2025.

CSI 2022 are schools that entered Comprehensive Support and Improvement in 2022.

MRI CSI 2022 are schools that were identified as needing Comprehensive Support and Improvement in 2018 and were not able to improve to the extent needed to exit by 2022.

CSI ATSI 2022 are schools that were identified as needing Additional Targeted Support and Improvement in 2018 for one or more subgroups of students and were unable to improve those subgroups to the extent needed to exit by 2022.

Procedures for Identifying Schools with Consistently Underperforming Subgroups (Targeted Support and Improvement Schools)

As per Arkansas’s approved ESSA plan, schools with one or more consistently underperforming subgroups in need of Targeted Support and Improvement (TSI) receive notification. To receive a notification as a school in need of TSI a school with an eligible subgroup must have an ESSA School index Score at or below the ESSA School Index Score value at the first percentile of all Title 1 schools for the All Students group for three consecutive years. For the 2025 TSI determinations the 2023, 2024, and 2025 ESSA School Index scores were used.

Schools in need of TSI are determined by creating a subset of all schools’ subgroup rows that meet the minimum N of 15 for all indicators. For the 2025 TSI determinations the subset was created for each of three years 2023, 2024, and 2025. For each year the value of the ESSA School Index Score at the 1st percentile is used to determine whether a subgroup is at or below that value.

Three years of subgroup ESSA School Index Scores, along with three years of score values at the 1st percentile, are used to determine whether a subgroup within a school had an ESSA School Index Value at or below the 1st percentile for three consecutive years.

In 2025, a total of 91 schools met TSI conditions with two schools having multiple subgroups totaling 93 rows.

Impact of Alternative Learning Environment Schools on TSI and ATSI

The 1st percentile value for high school grade span is very low compared to the elementary and middle levels. This is due to the high school grade span including 16 schools that are alternate learning environments or special charters to serve at risk students. There is only one elementary ALE and no middle school grade span. In prior years these ALE schools have been among the lowest ESSA School Index scores. Because these schools are included in ESSA, the 1st percentile cut scores are very low for high schools. Thus, no high schools were identified with consistently underperforming subgroups (TSI) until 2023. The table below indicates what the 1st and 5th percentiles would be if these schools were not included in the calculation.

No ALEs were in the middle school grade span in 2025. The impact of the elementary ALE is minimal. It is the high school 1st and 5th percentile values that are impacted by seven or eight percentage points. This leads to under identifying high schools who are notified for underperforming subgroups via TSI.

An amendment to the Arkansas Approved ESSA plan that would allow for removing ALEs from the ranking of Title I schools may be a consideration if DESE wishes to ensure high schools with consistently underperforming subgroups are notified and supported.

Schools Identified as in Need of Additional Targeted Support and Improvement in 2022 (ATSI22)

Sixteen schools were identified as in Need of ATSI in 2022. These schools were notified of having consistently underperforming subgroups in 2019, 2021 and 2022. All 16 schools were identified for their students with disabilities subgroups.

Three of the 16 schools identified as needing ATSI in 2022 met exit criteria for their students with disabilities subgroup. Thirteen schools remain ATSI22.
