You would expect that 'Total CR Transformation' would never be less than 'Total CR spent on redundancies 16-19' because the former is the use of the policy in general and the latter is something specific they have done within that.

However, this is not always the case. There are a small number of councils where the amount of receipts spent on redundancies exceeds the amount of receipts spent generally, which cannot be correct. For example, Birmigham. This is an error in the information given to us under FOI.
