| NOTE: Information on proposed top 15 Datasets will be closed Monday March 27, 2017. at Noon. Top 20 local data sets used in the 2016 census are noted in yellow. For questions, contact jury.konga@outlook.com Please also consider whether some of these datasets belong with either the regional dataset or provincial dataset
| Dataset Name | Description | G8 Category | "Yes" Rationale (why key dataset) | "No" Rationale (why not key) | Other Comments | Relevant standards | Guides and policy
| Address points | JV - Municipalities have jurisdiction and this data is necessary to decipher most other layers | This is so basic and fundamental to making sense of other municipal open data that it should be considered table-stakes. | JK: Agreed that this should be part of core GIS datasets which exists in most jurisdictions.
| Air Quality | Data on air quality (e.g. levels of major pollutants) on a granular basis - that is at least broken down by month (preferably by day). Geographic breakdown (e.g. by grid point) would be nice but is not required. | Energy and Environment | Open Knowledge Default Local Dataset | JK: This data may be collected more by provincial govs so recommend moving it to their dataset list JV - Provincial responsibility | http://www.w3.org/2005/Incubator/ssn/ssnx/ssn
| Annual Budget | Municipal budget at a high level (e.g. spending by sector, department etc). This category is about budgets which are plans for expenditure (not actual expenditure in the past). | Finance and contracts | Open Knowledge Default Local Dataset. RJ - This is an important dataset that supports the idea of transparency with public finances. | https://github.com/openspending/budget-data-package/blob/master/specification.md#readme https://github.com/open-data-standards/data-schemas/blob/gh-pages/schemas/Open_Budget.md http://vocab.linkeddata.es/datosabiertos/def/hacienda/presupuestos.html
| Asset Disclosure | Information about the financial stakes of elected or appointed officials that could impact their decision-making | Government Accountability and Democracy | US City Open Data Census | This is important for certain applications; I'd suggest it's too specialized to include as 'key' | http://sunlightfoundation.com/policy/municipal_asset_disclosure/
| Bicycle transportation network | This is a subset of 'transportation network maps' JV - Agree. RJ - agree
| Builiding Permits | Building / construction permits | Local/Global Development | Open Knowledge Default Local Dataset, 2014 Top 10 ("Development permit applications") | RJ - In Peel Region, building permits are issued by local municiaplities so this would not be applicable at a Regional level. | http://permitdata.org/
| Business Listing | Key information for businesses in the municipal area, such as name, address, contact information, business type. | Companies | Open Knowledge Default Local Dataset | This is doomed to be incomplete -- municipalities will know this only through permits (which are covered in 'building permits') and property tax (which is another story). JV -Niagara Falls agrees- we have found this impossible to maintain accurately. RJ - Peel Region does not have an economic development function so we would reply on local municipal data which I am asusming would never be completely accurate. BP/MP - Windsor does not collect this information.
| Business Permits | Business Permits / Licenses | Companies | Open Knowledge Default Local Dataset | RJ -This is not a Regional Municipal dataset. BP/MP - The province issues business permits, while the City issues business licences which are a subset of the various types of business permits. | JV - NF provides this as yearly update "Business Licence Issued"
| Campaign Finance Contributions | Data related to the campaign finance contributions by individuals and organziations. The campaign may be either for election purposes or a community project or a development project. | Government Accountability and Democracy | 2014 Top 10 ("Political financing"), US City Open Data Census | http://sunlightfoundation.com/policy/municipal_campaign_finance/
| Cemetery | Cemetary locations, plots within cemeteries | Medicine Hat mentioned that requests for this dataset outstripped all other requests 4:1. My guess this may be the same for other cities. RJ - In Peel Region we get a large number of downloads of cemetery data every month. | JK: Consider this as part of Public Facilities | JV - In NF this is one of our most used and recognized data sets. Having a Genealogy Search component draws alot of users. I would keep it seperate
| Child care centres | Licensed child care centres | Geospatial | Important for public to have knowledge of what locations have been granted licenses by the Province to operate. Also allows parents to find locations | JV - I would suggest this be modified to Care Centres and include registered Senior Care facilities as well. In an aging population we have more seniors then children
| Council and committee agendas, minutes and voting records | This is so basic and fundamental to making sense of other municipal open data that it should be considered table-stakes. | JK: Agreed that this is fundamental and again I haven't seen any webistes that don't provide this information.
| Crime Statistics | Data on municipal crime, preferably at a reasonably disaggregated level (best would be exact date, location and type but per day per street or post/zip code would be acceptable). Also, description of police response. | Crime and Justice | Open Knowledge Default Local Dataset, 2014 Top 10 ("Crime information"). RJ - Crime data rolled up to some generalized categories at a sub-municipal aggregation (police zones) is a useful way to illustrate crime data without stigmatizing neibourhoods. | In our jurisdiction we are using RCMP and they do not allow us to access this data. JV - Niagara Falls does not collect crime statistics as we have multi jurisdictions in our area (RCMP, OPP, Regional, Parks Commission). RJ - Peel Regional POlice are very guarded with crime statistics. In past discussions there has always been concern about stigmatizing neighbourhoods. BP/MP - In Windsor, the Police Department maintains its open datasets separately from the ones managed by the City. | There are likely other circumstances when the data is collected by other levels of government or agencies. In these cases, for the census, I believe the approporiate census response would be Not Applicable. | http://blog.spotcrime.com/2014/03/the-spotcrime-open-crime-data-standard.html | http://sunlightfoundation.com/policy/municipal_crime/
| District boundaries and information | This is so basic and fundamental to making sense of other municipal open data that it should be considered table-stakes. | JK: Agreed that this should be part of core GIS datasets which exists in most jurisdictions. JV - what Districts is this referring to? We have Planning Communities, Neighbourhood Districts, Tourist Districts, etc.RJ - are you referring to municipal ward boundaries? Is this the boundaries of the jurisdictions represented by Council members?
| Elected Officials' Contact Information | The contact information for each elected official, along with the name of the district they represent (if the municipality is subdivided into districts) | Government Accountability and Democracy | Fundamental to many democratic use cases for open data. 25% of Canadian municipalities with open data use the Represent CSV Schema to publish this data | JK: I have yet to see to website that doesn't include contact info | http://represent.opennorth.ca/government/
| Election results | Results by constituency / district for all major local electoral contests in this municipality | Government Accountability and Democracy | Open Knowledge Default Local Dataset | RJ - Peel Region does not have a directly elected Regional Council and will for the first time have a directly elected Regional Chair in the next municipal election. Election results are posted at the local municipal level. | JV - I believe most municipalities post this already | https://github.com/popolo-project/popolo-spec/wiki/Miscellaneous-specifications#elections
| Expenditure (detailed) | Records of actual (past) municipal spending at a detailed transactional level, for example, at the level of month to month expenditure on specific items (usually this means individual records of spending amounts at a fairly granular level - e.g. $5-50k rather than at the $1m+ level). (Note: a database of contracts awarded or similar is not considered sufficient. This data category refers to detailed ongoing data on actual expenditure) | Finance and contracts | Open Knowledge Default Local Dataset | https://github.com/openspending/budget-data-package/blob/master/specification.md#readme https://github.com/open-data-standards/data-schemas/blob/gh-pages/schemas/Open_Expenditures.md http://schemas.opendata.esd.org.uk/Spend https://github.com/NYCComptroller/Checkbook
| Food Inspections | Food premises food inspection dates and results | Health | Key for transparency and health promotion | JV - Is this a duplication of 14 - Food Safety Inspections | Yelp LIVES standard | https://www.yelp.ca/healthscores
| Food Safety Inspections | Outcomes of food safety inspections of restaurants and other similar providers of food to the public | Health | Open Knowledge Default Local Dataset | JV - In NF this is Regional responsibility. BP/MP - Food safety inspections are not issued by the City of Windsor; they are instead handled by the regional health unit. | http://www.yelp.ca/healthscores
| Lobbyist Activity | The expected data would include a Lobbyist Inventory and lobbyist as delegations to Council. | Government Accountability and Democracy | US City Open Data Census | http://sunlightfoundation.com/policy/municipal_lobbying/
| Medical Services | Health | JV - people coming to the area want to know the availability of medical services. Hospitals, Urgent Care centres, Walk-In-Clinics, Pharmacies, and other medical related buildings. RJ - Agree that this is an important dataset for all residents.
| Natural Resources | List of natural assets and may include tree inventories, Environmentally Sensitive Areas, Areas of Scientific Interest, Endangered areas, etc | Earth Observation | Natural resources for all jurisdictions is important in part of the assessment of the well-being of the community | JV - NF uses Provincial and Regional data | JK: Natural resource data should also be part of the provincial level open data census
| Points of Interest | General points of interest - government buildings and offices, social service locations, major transit hubs, etc. | Geospatial | JV - some duplication to Public Facilities - need clear definition or re-definition and is this referring to Tourism Related Attractions, Recreational like Golf Courses and what about Wineries and Casinos etc.... Are these just commercial or does it include environmental or historical point of intersest
| Procurement Contracts | Per contract information on municipal contracts including amount, awardee (name, address), data awarded etc | Finance and contracts | Open Knowledge Default Local Dataset | http://standard.opencontracting.org/ http://schemas.opendata.esd.org.uk/Contracts
| Public Facilities | Location information about various Public facilities such as schools, parks, hospitals, daycare, etc. | Transport and Infrastructure | Open Knowledge Default Local Dataset, 2014 Top 10 ("Locations of things (fire hydrants, drinking water fountains, public toilets, bike parking, ...)") | JV - Too broad a category Is this publically owned or publically accessed. Is this buildings or properties ? Most people expect to be able to find this information online but whos responsibility is it and how do you categorize it. I see a Hydrant Asset as very different from a City Owned Facility like a Museum or land like a Park and different again from a building that allows public access like a Library or Community facility
| Real-Time Traffic | Transport and Infrastructure | 2014 Top 10 ("Real time traffic flow data and daily road usage patterns") | JM: Do many municipalities have real-time traffic counters installed in order to collect this data? KF: Peel & local munis do not have live data collection JV - NF does not have live traffic collection | JM: Other levels of government have jurisdiction over some roads/bridges (e.g. provincial highways, federal bridges).
| Real-Time Transit | Real-time information about major municipal-run or commissioned transit services (buses, subway, rail, tram etc). Real-time transit information means things like the location of actual services (individual buses and trains, etc) | Transport and Infrastructure | Open Knowledge Default Local Dataset, 2014 Top 10 ("Transit data") | This could be seen as an extension of transit (schedule) data -- it doesn't need to be listed separately. RJ - In Peel Region, transit is handled by MIssissauga and Brampton transit. Not a Regional responsibility . | http://www.siri.org.uk/ https://developers.google.com/transit/gtfs-realtime/
| Rezoning Permit Applications | Applications for permits to rezone a parcel of land | Local/Global Development | 2014 Top 10 ("Rezoning permit applications") | RJ - In Peel Region, the rezoning applications are handled by the local municipalities. | http://sunlightfoundation.com/policy/municipal_zoning/
| Road Construction | Current and planned road construction | Transport and Infrastructure | 2014 Top 10 ("Road construction (511 data)") | JM: Other levels of government have jurisdiction over some roads/bridges (e.g. provincial highways, federal bridges).JV - Agree with JM | http://open511.org/
| Road Usage Statistics | Transport and Infrastructure | 2014 Top 10 ("Real time traffic flow data and daily road usage patterns") | JM: Do many municipalities have traffic counters (real-time or not) to collect this data? KF: Most municipalities have counting loops or programs in the major urban areas JV - Traffic Counts are not tracked on every road, every time | JM: Other levels of government have jurisdiction over some roads/bridges (e.g. provincial highways, federal bridges). JK: Correlation of usage stats with accidents is a useful analysis.
| Service Requests | Non-Emergency service requests to municipal authorities, for example regarding potholes, graffiti, etc (311, D115 etc). Data should be at granular (per request) level. | Open Knowledge Default Local Dataset | http://wiki.open311.org/GeoReport_v2/
| Traffic Accidents | Statistics on road traffic accidents including type and severity of accident, date, time, location and injuries. | Transport and Infrastructure | Open Knowledge Default Local Dataset | JM: Other levels of government have jurisdiction over some roads/bridges (e.g. provincial highways, federal bridges). JK: Agreed - this might be useful to be a provincial dataset as well for those highways that are under their jurisdiction. BP/MP - Agreed, this dataset might be better handled by a different level of goverment, so that info on all the roadways might be provided in one area. JV - NF collects Accident data only own City Owned roads
| Transport Schedules | Timetables (schedules) of all municipally run or commissioned transit services (buses, subway, rail tram etc). Stop locations (geodata), and service interruptions. | Transport and Infrastructure | Open Knowledge Default Local Dataset, 2014 Top 10 ("Transit data") | RJ - In Peel Region this is not a Regional responsibility. | https://developers.google.com/transit/gtfs/
| Transportation network maps: roads, sidewalks and cycle paths | This is so basic and fundamental to making sense of other municipal open data that it should be considered table-stakes. | JK: Agreed that this should be part of core GIS datasets which exists in most jurisdictions. JV - Agree with Rail, Transit, Road, Bicycle Path, Sidewalk
| Zoning (GIS) | The type of development allowed on parcels of land, e.g. residential, mixed residential-commercial, commercial, industrial, special | Local/Global Development | 2014 Top 10 ("Land use changes"), US City Open Data Census | RJ - In Peel Region, zoning is a local municipal responsibilitytherefore it would not be applicable. | JV - NF provides this | http://sunlightfoundation.com/policy/municipal_zoning/
