The panel had sight of the use of force form but ultimately did not consider that the person who was handcuffed showed a threat of violence and it was notable that the other officer who searched his friend had not handcuffed that person despite him being more vocal and less compliant. The panel would be interested to know the officer's justification for using force as recorded in her pocketbook. The panel felt the officer's tone was good and she appropriately recognised the person's vulnerabilities (homelessness) and checked he had somewhere to go.
